Description
The National Oceanic & Atmospheric Administration�s (NOAA) Engineering Division�is requesting and seeking procurement of RM Young brand sensors and equipment from RM Young or their�authorized United States resellers and distributors. The NOAA Engineering Division intends to purchase sensors and associated equipment for maintaining the National Ocean Service's (NOS) Center for Operational Oceanographic Products and Services (CO-OPS) National Water Level Observation Network (NWLON), Physical Oceanographic Real-Time Systems (PORTS), and Texas Coastal Ocean Observation Network (TCOON). Significant engineering effort was utilized to ensure the RM Young Model 05103 and 05103-45 Wind Monitors are capable of withstanding the harsh marine environments they are deployed in for extended periods and they function without issue with the specialized data acquisition and logging system to which it is connected. Implementing different components and sensors will result in additional cost and resources and will affect the continuous operation of these systems. In addition, there will be resulting delay for testing, training, and purchase of support equipment. Under the current CO-OPS operating system any environmental monitoring equipment that has not previously been approved must be subjected to a series of tests to ensure the quality of the data and the durability of the equipment for the intended use. These tests and the analysis of the resulting data take a large amount of time, money, and resources to conduct. Implementing different components will result in compatibility issues. Additional cost will incur from having to train field personal and contractors on the use and maintenance of new equipment. If new equipment is purchased additional parts and equipment will need to be purchased to support the new equipment. Additional training will also be required for those tasked with testing and repairing this equipment. The statutory authority for this action is FAR 11.105(a)(1) The particular brand name, product, or feature is essential to the Government�s requirements, and market research indicates other companies� similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency�s needs. Manufacturers that propose a solution using other than R.M. Young Company and their authorized distributors must furnish detailed specifications and descriptions to demonstrate their capability to provide the required sensors and associated equipment that satisfy the Government�s needs. To be considered, interested parties must be able to demonstrate their ability to provide comparable sensors and associated equipment that meets the specific characteristics and technical standards as outlined above. Capability information shall include, at minimum, name, telephone number, address of customers for which you have previously furnished the required sensors and associated equipment, and a detailed narrative that describes your ability to provide the requirement as specified. Interested parties must respond via email to bryton.curtis@noaa.gov prior to the closing of this notice. The NAICS code for this requirement is 334519. The government intends to solicit and negotiate with only known sources (R.M. Young Company and their United States Resellers & Distributors) that can provide the required sensors and associated equipment. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this posting without further notice. Information received will normally be considered solely for the purpose of determining whether to open competition to manufacturers other than R.M.
