- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. This solicitation is set-aside for 100% Small Disabled Veteran Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 562219, with a small business size standard of $41.5 Million size standard. The FSC/PSC is 7110. The Department of Veterans Affairs, 6162 S. Willow Drive, Suite 300, Greenwood Village, Colorado 80111, in support of the VA Office of Community Care (VA OCC) is seeking to remove and dispose of contaminated government owned cubicle furniture, office furniture, metal file cabinets, scrap metal and cubicle support pieces and parts located in the 12,000 square foot VA OCC warehouse. All interested companies shall provide quotations for the following: Supplies/Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 Removal and disposal of contaminated government owned cubicle furniture, office furniture, metal file cabinets, scrap metal and cubicle support pieces and parts located in the 12,000 square foot VA OCC warehouse 1 JB Statement of Work Removal and Disposal of Contaminated Furniture and Scrap Metal PURPOSE The Veteran Affairs Office of Community Care Facilities Management Section has a requirement to dispose of government owned property in accordance with the General Services Administrations (GSA) abandonment and destruction process. BACKGROUND The Veteran Affairs Office of Community Care (VA OCC) supports the medical care and delivery services for veterans and their families. The VA OCC is also responsible for functions that support these service lines such as administration, planning, oversight, and stakeholder relations. OBJECTIVE The VA OCC has determined that all government owned property stored in the VA OCC warehouse at the Denver Federal Center (DFC) is contaminated from exposure to insects and vermin. The objective of this requirement is to obtain services to remove and dispose of contaminated government owned cubicle furniture, office furniture, metal file cabinets, scrap metal and cubicle support pieces and parts located in the 12,000 square foot VA OCC warehouse located at the Denver Federal Center 6 TH Ave & Kipling St. Bldg. 41 Lakewood CO 80225 using the General Services Administrations (GSA) abandonment and destruction process. SCOPE OF WORK Removal of contaminated furniture and scrape metal. The contractor shall: Supply all materials, tools, material handling equipment, vehicles, supplies, equipment and manpower to complete the removal and disposal of all items stored in the VA OCC warehouse. Determine the number and size of the containers/roll off dumpsters/trucks used to dispose of these items. Arrange to take all items offsite. Contractor employees shall have the technical knowledge, skills and physical abilities to perform all requirements outlined in the statement of work. Mandatory Tasks and Deliverables: The contractor shall be escorted by a VA OCC Logistics employee while in VA OCC leased space. The contractor shall use dock E-15 at the DFC on the north east side of building 41 to move product, tools and material handling equipment to accomplish the scope and mandatory deliverables outlined in the statement of work. The contractor shall complete this project within 30 business days. All employees using contractor or personal vehicles transporting government product shall have in their possession a valid state issued driver s license. Services performed at the Denver Federal Center in Lakewood CO will require contractors to have on their person a valid driver s license or state issued identification card. Contractors shall show their identification to the security personnel at the entry gate at 6th Avenue and Kipling Street. The contractor shall proceed to building 41 and shall always be escorted by a Veterans Affairs Office of Community Care employee. The contractor, after all items are removed from the warehouse shall sweep the warehouse floor leaving it in a clean condition as aggregable to the VA employee on site. The contractor shall remove all trash and debris that is generated as a result of the disposal project. The contractor shall perform the services outlined in the statement of work during normal business hours. All items stored in the VA OCC warehouse at the DFC building 41 shall be removed. All items shall be taken offsite and disposed of in accordance with Federal, State, and local laws and will not be reutilized by the contractor or any other entity for resale. The contractor shall remove all items and dispose of, to include but not limited, to office furniture, cubicle systems furniture to include cube panels, work surfaces, file cabinets, storage cabinets, cube panels, metal frames cross bars, fabric panels, floor tiles, metal modesty panels, tack boards, task lights, glass stackers, panel connectors, cube trim pieces, wood cabinets, fiber glass insulation, electrical whips, fans and all Items in the warehouse at the Denver Federal Center that are identified by the VA OCC Facility Operations Specialist. All debris and trash shall be removed, and the warehouse floor is swept clean as aggregable to the Point of contact or designated representative on site. Period of Performance: 15 days after award of contract. Project shall be completed within 30 days. Place of Performance: The location where the work will be performed is at the VA OCC leased warehouse space located at the Denver Federal Center at 6th avenue and Kipling St. Bldg. 41 Lakewood CO 80225. The POC for this request is Kevin Phillips at telephone number 1-720-366-8386. Security No access to the VA network, VA system, or VA sensitive information will be provided to the contractor. A&A requirements do not apply, and a Security Accreditation package is not required. The point of contact, Kevin Phillips, will be available for site visits 0800-1300, Tuesday thru Friday for the month of June, and all of July. Postal Code: 80225 Country: UNITED STATES FAR 52.212-1 INSTRUCTIONS TO QUOTERS COMMERCIAL ITEMS North American Industry Classification System (NAICS) code and small business size standard are stated in the combined synopsis/solicitation. (b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show- The solicitation number; The time specified in the solicitation for receipt of quotations; The name, address, and telephone number of the quoter; A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; Terms of any express warranty; Price and any discount terms; Remit to address, if different than mailing address; A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3( b ) for those representations and certifications that the quoter shall complete electronically); Acknowledgment of Solicitation Amendments; Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers unless another time period is specified in an addendum to the solicitation. Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotations. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender s request and expense, unless they are destroyed during testing. Multiple quotations. Quoters are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each quotation submitted will be evaluated separately. Late submissions Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 14:00, MT, for the designated Government office on the date that quotations are due. Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition. If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. Issuance of purchase order. Quotations should contain the quoter s best technical and price terms. The Contracting Officer may reject any or all quotations. The Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government s choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government s choice and will not use the formal source selection procedures described in FAR part 8. Multiple purchase orders. The Government may issue a purchase order for any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations. Unless otherwise provided in the Schedule, quotations may not be submitted for quantities less than those specified. The Government reserves the right to issue a purchase order for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quotation. (End of Clause) ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR. 52.212-2 EVALUATION COMMERCIAL ITEMS (OCTOBER 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made using Price and other non-priced factors. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Addendum to 52.212-2 EVALUATION SIMPLIFIED ACQUISITION PROCEDURES Basis of Award: This procurement is being conducted pursuant to FAR Part 8 procedures. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable. Price alone is the sole evaluation factor. Evaluation Process: Quotes will be evaluated in the following manner. The lowest-priced quote will be identified. The lowest-priced quote will be evaluated to determine if the quoted price exceeds the amount of funding available for the procurement. If the quoted price does not exceed the amount of funding available for the procurement, the quoted price will be evaluated to determine if it is reasonable. If the quoted price is found to be reasonable, the offeror who submitted this quote will be identified as the successful offeror. The contracting officer will then determine if the successful offeror is responsible using the general standards of responsibility and the special standards of responsibility applicable to this procurement. If contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced quote following the procedures described above. This process will continue until a contract award can be made, or the contracting officer determines that no contract award can be made. The contracting officer may find all quotes not acceptable and cancel the solicitation if the lowest-priced quote exceeds the amount of funding available for the procurement. The contracting officer may likewise find a quote under evaluation, as well as all remaining quotes, not acceptable and cancel the solicitation if the quote currently under evaluation exceeds the amount of funding available for the procurement. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government s interest. (c) Acceptance of Offer: A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
