Description
The purpose of this amendment is to reply to Requests For Information (RFI) questions to the Source Sought Notice Number N62473-21-R-0023 as provided below: SOURCES SOUGHT QUESTIONS/ANSWERS: 1. QUESTION: In regards to the requirement for Sources Sought N6247321R0023, is there a contract associated to the requirement? If yes, can you kindly provide the incumbent contractor and incumbent contract number? ANSWER: The incumbent contractors are as follows: N62473-15-D-0801, Agri-Chemical Supply, Inc. dba: ACS Habitat Management; N62473-15-D-0802, Gulf South Research Corporation (GSRC) N62473-15-D-0803, Natures Image N62473-16-D-2414, IO Environmental & Infrastructure, Inc. N62473-16-D-2415, Patriot Joint Venture 2. QUESTION: Could you clarify that the 8-page limit on project descriptions can include multiple projects per page using the Excel spreadsheet format, meaning more than 8 projects can be provided? ANSWER: Please provide one sheet for each project. Maximum of 8 projects. 3. QUESTION: Did Sources Sought N6247321R0023 replace the expected RFP for WOSB that was discussed during the Industry Day? ANSWER: No. A solicitation will be posted after the results of N6247321R0023 are determined. End of amendment. Naval Facilities Engineering Systems Command, Southwest is seeking sources with current relevant qualifications, experience, personnel, and capability to provide, under contract, all management, labor, incidental engineering, travel, transportation, equipment, material, and supervision necessary in performing invasive weed control and habitat enhancement services primarily in the NAVFAC Southwest area of responsibility including Arizona, California, Colorado, Nevada, New Mexico, Utah, and other areas as needed. Services may include, but are not limited to: Reports and meetings; Management plans (site, installation, or other for erosion, vegetation, or invasives management); Erosion control (including material, installation, and maintenance); Earth moving (requires the mobilization and use of heavy machinery for the purpose of digging, filling, topsoil salvage, construction of berms, basins, culverts, catchments, mounds, diversion ditches, rolling ditches, or vernal pools and grading for trails and roads); Biomass removal and proper disposal or on-site chipping; Container planting (including site preparation, installation of native container plant species, and irrigation and weed control maintenance for a period of one year. This may also include plant propagation, plant salvage, and water truck mobilization); Hydroseeding (to include material and application of mulch, tackifier, and/or dyes; seed purchased separately); Seed procurement (including seed collection, storage, and sowing); Site maintenance (to include additional year of maintenance of erosion and/or planting project areas following habitat restoration efforts, to prevent erosion, replace plantings, re-hydroseed, maintain or add irrigation, and/or control non-native species); Biological or vegetation monitoring and surveys; Botanical mapping surveys which may include rare plants; Environmental signage (including design, production, and installation); Installation of resource protective fencing, exclusion fencing, and security fencing for wildlife species (may include installation of gates and/or grates separately); Weed treatment including mechanical and chemical methods; Weed treatment using aerial means; GIS data creation, management, and delivery to support these efforts; Mitigation procurement Work may occur in areas with rare or federally listed species. Proper identification of non-native and native plant species is imperative. The work will generally be done in wildland areas with difficult access or rugged terrain. Some of the work sites can be accessed only by 4-wheel drive or all-terrain vehicles; other areas may be accessible only by foot. Work will be performed in a variety of ecosystems, ranging from coastal sage scrub to desert. Services will largely be performed at various locations in Arizona, California, and Nevada; predominantly at a Navy and Marine Corps installations and other Government locations within the area of responsibility (AOR) of Naval Facilities Engineering Systems Command Southwest.
