Description
2 SOURCES SOUGHT NOTICE ORLANDO VA HEALTH CARE SYSTEM (OVAHCS) PCR, NEXT GEN SEQUENCING AND ARRAY EQUIPMENT AND REAGENTS Cost Per Test This is not a solicitation announcement; this is a sources sought notice only. The purpose of this notice is to gain knowledge of potential qualified sources and their business size status. Responses to this notice are not considered responses to any potential solicitation announcement. The intent of the Department of Veterans Affairs, (herein afterwards referred to as Orlando VA Medical Center) to establish a Cost per Test (CPT) contract to implement polymerase chain reaction (PCR) and next generation sequencing (NGS) testing as well as Pharmacogenomic testing. The OVAHCS Pathology and Laboratory Medicine Service (PLMS) has been tasked with implementing Cancer Precision (Personalized) Medicine testing for genetic tumor profiling. This state-of-the-art technology will allow the detection of mutant genes involved in cancer by PCR and NGS testing that will assist providers in selecting targeted therapy that is more likely to help the veterans based on the genetic understanding of their disease. To perform these studies, the OVAHCS will need to acquire specialized testing equipment, reagents and consumables needed to analyze specimens such as biopsies or excision of solid organs, blood and bone marrow. DNA or RNA genetic material is extracted from these samples, amplified by specialized PCR methodology, electrophoresed, purified and fragmented in preparation for NGS testing in analyzer instruments. Similarly extracted DNA or RNA material and prepared for analysis on array-based scanner for pharmacogenomics studies (PGx) that will enhance the efficacy and reduce to abolish drug adverse events in veterans with commonly prescribed medications. Two Next Generation Sequencing analyzers are required: 1) The first sequencer will be utilized mostly for solid organ (lung, breast, colon, etc.) cancer testing requiring large gene panel kits. 2) The second sequencer must be FDA approved or pending approval for invitro diagnostic workflows with a smaller footprint, to be utilized mainly for hematological (lymph nodes, blood, bone marrow, etc.) cancer testing including both small or large gene panel kits. Telephone responses are discouraged due to the large number of firms being surveyed. Responses must be submitted no later than 02 July 2021 at 12:00 PM eastern standard time. This notice is intended to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective offerors list or to receive a copy of the solicitation. To be eligible for award, contractors must be registered in the System of Award Management at www.sam.gov. Registration is free and potential offerors are encouraged to visit that SAM website and register as soon as possible to avoid delays should they be selected for a contract award.
