Description
Introduction:� The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy�s primary national laboratory for renewable energy and energy efficiency research and development.� NREL develops renewable energy and energy efficiency technologies and practices, advances related to science and engineering, and transfers knowledge and innovations to address the nation�s energy and environmental goals. The campus is managed�by the�Alliance for Sustainable Energy, LLC. The Alliance for Sustainable Energy, LLC (hereinafter called �Alliance�) has entered into Contract with the Department of Energy (hereinafter called ""DOE""), an agency of the U.S. Government (hereinafter called ""Government""), for the management and operation of the National Renewable Energy Laboratory (hereinafter called �NREL�). All references to ""NREL"" in this Sources Sought shall mean the Alliance for Sustainable Energy, LLC. Background:� NREL has a need for Design-Build services required for performance of minor construction tasks at the National Renewable Energy Laboratory (NREL) South Table Mountain Site or Flatirons Campus under a Work Order Agreement (WOA). Scope of work may also include work at NREL leased facilities: ReFUEL, Golden Warehouse, and Denver West. Objective:� Provide support to the laboratory for the installation, troubleshooting, maintenance and repair of equipment and projects to maintain facilities and infrastructure for construction requests with a total project cost of no greater than $150,000 per work order (Design-Build Total Combined) - collectively termed ""minor construction"". As the specifics of a particular item become known a request will be generated and provided to the subcontractor for proposal. Upon proposal acceptance a Work Order will be issued to authorize performance of the work. Scope:� Provide minor construction support to the laboratory to maintain and improve the site, facilities, and infrastructure. Work generally includes: Minor construction involving electrical systems. Minor construction involving mechanical systems. Minor construction involving plumbing systems. Minor construction involving heating ventilation and air conditioning. Minor construction involving architectural (finishing, furnishing, openings, thermal and moisture protection) systems. Minor construction involving fire detection and suppression systems. Minor construction involving site and exterior (earthwork, concrete, masonry) work. Minor construction involving repair/replacement/installation of specialty equipment. Minor construction support for low voltage installations done by others (conduit, cable trays, etc.). Ancillary support for utility locates, wall penetrations, etc. to support the items listed above. The Design-Build Subcontractor shall provide the design and construction documents (including drawings and specifications) as needed to complete the task.� The designer shall develop a design that provides for use of safe construction methods and materials, equipment, and labor necessary to complete this project. Qualification/Submission Requirements:� The Subcontractor shall provide examples (Qty.:� 3 Min.; 5 Max.), as well as past performance, of successfully completed projects in the industrial, medical or laboratory areas including structural scope.� NREL is seeking information from the Subcontractor that demonstrates the Subcontractor�s capability to manage lower-tier subcontractors with regards to safety, security, schedule, cost and administrative requirements.� In addition to the above, the Subcontractor is encouraged to provide project experience working with state or federal agencies. Subcontractors within a 90-mile radius to NREL is preferred. In addition to the above, the Subcontractor shall: Provide three (3) examples of successfully completed projects which show your firms capability to manage multiple lower-tier subcontractors in the major construction discipline areas (mechanical, electrical, plumbing, structural, architectural, IT, and safety systems.).� Examples of projects performed in tenant occupied or operating facilities is a plus. Provide a list of government agencies that your firm has contracted with or performed work for that confirms you have experience with their construction management procedures. North American Industry Classification System (NAICS) Code: The NAICS code is 236220 for Construction Services. If your organization is classified as a large business or determined to be large business per NREL requirements, your organization may be subject to Small Business Plan requirements that will be included in a subsequent Request for Proposal.
