- Solicitation Number:� 12FPC321B0014 Notice Type:� Solicitation Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation � Acquisition and Procurement Division is issuing this�Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Jasper County EWP located in Jasper, Jasper County, Texas. The work involves installation of erosion control measures that were caused by catastrophic storm events that occurred during Hurricane Laura in 2020 which caused damage to county roads and drainage ways in Jasper County.� The project addresses the stabilization of multiple crossings by the following methods:� constructing timber headwalls to protect the roads from erosion caused by turbulence at the inlet and outlets of culverts; placing rock riprap armoring and sand-cement bags along the edges of roads to protect the road banks and surface from erosion during overtopping events; and placing rock armor along stream banks and drainage ditches to protect county roads from channel erosion. The solicitation is a Total Small Business set-aside.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid.�� Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of the contract. The anticipated period of performance for this project is 190 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $500,000 and $1,000,000.� The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5M.
