Description
NOTICE OF INTENT TO SOLE SOURCE � THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL.� � The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Fort Worth, Texas, intends to negotiate on a sole source basis and award a contract to Hanley Wood Market Intelligence, 555 Anton Blvd Ste 950, Costa Mesa, California 92626, for Housing Sales Data Subscription.� This acquisition is being conducted using the procedures under Federal Acquisition Regulations FAR 13.501(a)(2) - Only one source is capable of responding due to the unique or specialized. nature of the work. The Department of Housing and Urban Development (HUD), Office of Economic Affairs and other Offices within Policy Development and Research (PD&R) have a continuing need for data relating to home sales and sales market activity. HUD�s field office economists are routinely responsible for providing evaluations of local housing market conditions to other Offices within HUD. In order, to analyze a market in a timely and effective manner, the field economists need access to a variety of data sources, including data relating to sales markets. In addition, these data would be used in the Comprehensive Housing Market Reports, Housing Market Profiles (HMP�s) and Regional Narratives published by the Economic and Market Analysis Division (EMAD). � � According to preliminary market research, Hanley Wood Market Intelligence is the sole provider that satisfies the requirement and meets the minimum data requirements listed below. � Minimum Requirements: The contractor shall provide data, which is current, complete, and accurate for the following data. Home sales counts and average prices shall be provided for new, regular resale, Real Estate Owned (REO) and existing homes Mortgage statistics shall be made available as follows: a.�������� Average mortgage rate b.�������� Mortgage rate type (ARM, fixed) c.�������� Percentage of mortgaged financed (mortgage less down payment) Home sales data shall be made available for, or by: Sales types New construction Regular Resale REO home sales Existing homes Geographic Area of Coverage � Data shall be provided for the following geographies: National State Metropolitan statistical area County Zip code Transaction level (where available) User-defined polygon via interactive online GIS mapping services Coverage should be based on deed transactions from all reporting agencies New subdivisions data shall be provided for by # of units and price including subdivision statistics as follows: a. Property statistics where available ��� 1. Number of bedrooms ��� 2. Living square footage ��� 3. Lot square footage ������� ��� ����4. Number of bathrooms b. Total lots where available c. Available lots where available ����������� d. Price range statistics Product shall be provided by type: i. Structure types Single-family detached Single-family attached (townhomes) Condominiums Other 1. Duplexes 2. CoOps 3. Mobile homes ����������������������� ii. Owner types Non-owner occupied buyers Owner occupied buyers Cash buyers Mortgage buyers iii. Transaction-level data a. Buyer name b. Seller name c. Property address, city, state d. Sale type e. Sale date f. Sale price g. Lender where applicable Data responsive to items #1-4 above should be updated at least on a monthly basis with the most current data available. Data responsive to item #5 above should be updated at least quarterly with the most current data available. Data should be available for a historical period ranging from a minimum date of January 2005 to the current data for the following time periods: a. Annual b. Monthly c. Transaction date (where available) d. User-defined periods (where available) Data must be web based and available on-demand. The information provided electronically shall be screen-readable, in compliance with Section 508 of the Rehabilitation Act Amendments of 1998 (29 U.S.C. Section 794(d)) as enacted in the Workforce Investment Act of 1998. Data should be accessible online during working hours for all employees that are expected to use the data (M-F 6:00am -10:30pm EDT) excluding federal holidays. The contractor should offer initial training to authorized government staff on the use and access to its data and tools. Contractor should provide web based or telephonic customer support during normal business hours from 8:00 - 5:00 EDT Monday through Friday excluding federal holidays. If any upgrades or changes to the operation of the data tools occurs during the contract period, the contractor should provide additional training to staff regarding such changes. � 2. Must provide logos and related images for attribution purposes.� Images should be available in web-ready .jpg, .gif, and .png formats.� HUD may require images of a different file size, type, or resolution. 3. Must provide point of contact with 24-hour response time to assist HUD with respect to data results, downloadable data files, or other questions. The contract will consist of a Base plus Four Option Years. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than July 7, 2021, 4:00 PM CST. Responses shall be submitted to ross.h.futch@hud.gov and cathy.j.baker@hud.gov.� Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a database for the specific items mentioned above; and 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state �Housing Sales Data Subscription� or it will be deleted as junk mail. It is your responsibility to demonstrate how your product(s) can provide the same functionality for the Housing Sales Data Subscription mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
