Description

The U.S. Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service, Wallops CDA Station, Wallops Island, Virginia, intends to award on a sole source basis under the authority of FAR 13.106-1(b) to Cove Software LLC, 840 Oella Ave., Suite 213, Ellicott City, Maryland 21043.� Cove Software, LLC is the original Custom software designer, developer and installer for the current Local Readout Ground System application and the Graphical User Interface (GUI) application which are critical components for the larger network that disseminates the data operating system called Data Collection System (DCS) data.� NOAA Wallops Command Data Acquisition Station (WCDAS) requires annual service support for the Local Readout Ground Systems (LRGS), High Rate Information Transmission (HRIT) applications, and workstation Graphical User Interface (GUI) application.��The Data Collection System (DCS) data includes the monitoring of routine data measurements, as well as critical data (volcanoes, earthquakes, floods, fires, etc.)��This software-based system is relied upon by NOAA's world-wide data users to collect critical, real-time information. The Wallops 2 LRGS server applications are derived from open source products and are customized to meet local requirements.��The Wallops LRGS services are managed by a Graphical User Interface (GUI) application hosted on a NOAA workstation. This GUI facilitates the monitor and control of the LRGS services and is critical to the availability and continuity of the data. As part of the maintenance contract, the Government would receive periodic updates to the WCDAS LRGS servers to maintain application compatibility with the user community systems, as well as to maintain compatibility with IT security updates of the host systems.� The Period of Performance (POP) is for a 12-month base period, with 1 additional 12-month optional period�for a total of 24 months. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers.� However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Darrin J. Pape, Contracting Specialist at Darrin.Pape@noaa.gov by July 8, 2021 no later than 1:00pm ET. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541511.
