Description
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Opal RT-Technologies, Inc. located at 1751 Rue Richardson Bureau 2525, Montreal, Canada. The purchase order will be for the purchase of an Opal-RT simulation tool and three years of maintenance for two NIST-owned Opal-RT simulators. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $12 Million. � Description The Smart Grid Testbed at the National Institute of Standards and Technology (NIST) has a requirement for testing interoperability of smart grid devices and power grid systems to understand the interactions among devices and power grid systems. NIST acquired the OPAL-RT OP5600 simulator (Serial No: PF314172s01, 08/14/2014) and the OPAL-RT OP4510 simulator (Serial No: PF316211s01, 10/27/2016) to support interoperability testing efforts. To meet the needs of NIST stakeholders, an OPAL-RT Simulation Tool and Maintenance Plan are required to further conduct interoperability testing of smart grid devices and power grids at the NIST Smart Grid Testbed. Opal-RT Technologies, Inc.�s maintenance plan includes software updates, maintenance releases, patches and technical assistance which are only available through the original manufacturer. The Opal-RT Technologies, Inc. toolbox, eHSx64, is a power electronics simulation toolbox, which provide reprogrammable FPGA-based electrical solver for the existing NIST-owned simulators. The simulators and toolbox are manufactured by Opal-RT-Technologies, Inc. and the technology is proprietary to the company.� Opal-RT does not authorize resellers and use of any other contractor for the required support services would jeopardize functionality and reliability. It would also risk unacceptable disruptions in on-going research activities. Accordingly, only Opal-RT Technologies, Inc. is capable of supporting this requirement and a sole source acquisition is necessary. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Ms. January Magyar, Contract Specialist, at January.Magyar@nist.gov. All responses to this notice of intent must be submitted via email to January.Magyar@nist.gov so that they are received no later than July 3rd at 11:00 AM Eastern Time.
