- ***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: June 25, 2021 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award a sole source procurement for the following: The requirement is for a Trenton Refrigeration condenser and indoor evaporator for a walk-in cooler. The Larkin Refrigeration unit is a replacement and must tie into the existing Siemens APOGEE EMS System. Control Management Inc. (DUNS 131461857) a large business, is the only authorized Siemens Apogee Equipment dealer in South Carolina, and Control Management Inc. has the exclusive rights to sell, design, install, and service Siemens Building Technologies system Apogee Insight and Desigo product lines. Control Management, Inc. s exclusive partner for these services is (Sandlapper Controls, DUNS 079407872), a small business. Provide one (1) Larkin Refrigeration condenser and evaporator to match existing system capacities. Demo and remove existing system and dispose of per EPA guidelines Install new condenser unit on rooftop above Lab cooler. Reuse existing equipment support rails. Provide roofing contractor to install piping portal for refrigerant piping. Install new refrigerant line set per manufacturers design recommendations Install electrical wiring and conduit to feed new rooftop condenser. Perform startup and operational inspection of system. Includes a one-year parts and labor warranty. The applicable NAICS code for this procurement is 238210 with a business size standard of $15,000,000.00. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Contracting Officer has determined no opportunities for competition exist for Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses. The Contract Specialist has identified one (1) small business, Sandlapper Controls, who can provide these services. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) June 25, 2021 at 1:00p.m. ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Attached is a copy of the approved justification and approval notice that supports the sole source award. System for Award Management (SAM): Rule requires a firm to be registered in the SAM Registration Data Base (SAM), prior to award of any contract and agreements.
