Description
The US Army Combat Capabilities Development Command Armaments Center (DEVCOM AC) seeks companies interested in entering into Cooperative Research and Development Agreements (CRADA) in order to develop additional industrial base capability for future production of 60/81mm forged mortar shell bodies. Participating partners will be responsible for funding their own activities, as no Government funding will be provided for this effort. Interested suppliers would be responsible for providing a low quantity of completed 60/81mm shell bodies of various models to the U.S. Government for evaluation and testing. The number of CRADAs to be executed is dependent on the availability of internal Government resources. The U.S. Government prefers technical data disclosure, and subsequent partnering, with U.S. based companies. Non-U.S. nationals, or those representing non-U.S. industries, must consider how to address data export restrictions (through partnering or other means) should a CRADA be pursued. DEVCOM AC asks all interested parties to submit a short informational paper to include but not limited to: current production capabilities relating to 60/81mm forged mortar shell bodies (including subcontractors, if applicable); past experience with items of a similar size and complexity; description of production facilities, equipment and personnel; monthly capacity rates; and Quality Assurance and Reliability programs. Interested parties must already possess the following: the necessary, and fully operational, equipment and tooling to produce 60/81mm forged mortar shell bodies (applies to any subcontractors needed), necessary inspection equipment, ability to receive and safeguard Technical Data Packages (TDP) marked Distribution Statement D (distribution authorized to DoD and U.S. DoD contractors only), and the ability to provide completed parts for Government examination by 31 December 2021. Submissions should be sent to Andrew J. Lenz, andrew.j.lenz6.civ@mail.mil. All submissions must be provided by July 23, 2021. This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an acquisition approach. The Government does not intend to award a contract on the basis of any responses or pay for the preparation of any information submitted or use of such information. All information received will be used for planning and market research purposes only.
