- This notice of intent is not a request for competitive quotes. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� NUWCDIVNPT intends to award a Firm Fixed Price purchase order on a sole-source basis to Keysight Technologies, Inc., 1900 Garden Of The Gods Rd Colorado Springs CO 80907-3423 (CAGE 7ZXR5). In accordance with NAVSEA Instruction 4734.1 (series), the calibration of electronic test equipment shall be performed by a calibration laboratory accredited by a Navy recognized accrediting body, e.g., American Association for Laboratory Accreditation (A2LA), ANSI National Accreditation Board (ANAB), or National Voluntary Laboratory Accreditation Program (NVLAP). Keysight Technologies holds the required accreditation and is the only vendor with the proprietary original equipment manufacturer (OEM) electronic parts, software, and firmware necessary to repair and calibrate the equipment listed in the requirements table above. If services were procured from a vendor other than Keysight Technologies, the products� warranties would be void and the Government would be required to evaluate and approve each unit received to ensure that the required calibration standards are met.� The circumstances of the contract action deem only one source available. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to purchase the following on a firm-fixed price basis: CLIN 0001 - Keysight Model Q11644A WR-22 Calibration Kit (S/N 3104A00224) requires American Association for Laboratory Accreditation (A2LA), ANSI National Accreditation Board (ANAB), or National Voluntary Accreditation Program (NVLAP) accredited calibration (with uncertainties and before/after data). CLIN 0002 - Keysight Model 3458A Digital Multimeter (S/N 2823A03395) requires repair with Original Equipment Manufacturer (OEM) parts and A2LA, ANAB, or NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0003 - Keysight Model N9918A Field Fox Microwave Analyzer (S/N US52240108) requires A2LA, ANAB, or NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0004 - Keysight Model N9918A Field Fox Microwave Analyzer (S/N MY53104173) requires A2LA, ANAB, or NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0005 - Keysight Model N9020A MXA Signal Analyzer (S/N MY50200211) requires repair with OEM parts and A2LA/ANAB/NVLAP accredited calibration (with uncertainties and before/after data).� Unit was sent to OEM (Keysight Technologies) for calibration in October 2020 (PR 1103451454/PO 4521817214) and was found to be in need of repair upon initial calibration attempt.� OEM provided quote for repairs. CLIN 0006 - Keysight Model N9020A MXA Signal Analyzer (S/N MY50110133) requires repair with OEM parts and A2LA/ANAB/NVLAP accredited calibration (with uncertainties and before/after data).� Unit was sent to OEM (Keysight Technologies) for calibration in December 2020 (PR 1103499342/PO 4521844429) and was found to be in need of repair upon initial calibration attempt.� OEM provided quote for repairs. CLIN 0007 - Keysight Model N9020A MXA Signal Analyzer (S/N MY48011372) requires repair with OEM parts and A2LA/ANAB/NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0008 - Keysight Model N9952A FieldFox Microwave Analyzer (S/N US55240474) requires A2LA, ANAB, or NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0009 - Keysight Model N9952A FieldFox Microwave Analyzer (S/N US55240516) requires A2LA, ANAB, or NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0010 - Keysight Model E8257D Signal Generator (S/N US49280069) requires repair with OEM parts and A2LA/ANAB/NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0011 - Keysight Model E8257D Signal Generator (S/N SG45140072) requires repair with OEM parts and A2LA/ANAB/NVLAP accredited calibration (with uncertainties and before/after data). CLIN 0012 - Keysight Model E1412A Digital Multimeter (S/N SG45000180) requires repair via unit exchange from the OEM. Delivery Location: F.O.B Destination, Newport, RI 02841-1708 Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular.
