Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA) NOAA Ship Ronald H. Brown (RHB), home ported in Charleston SC, is a public vessel owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations.� Ronald H. Brown is an AGOR class research vessel commissioned by NOAA in 1997. In 2021 the ship is conducting oceanic and atmospheric research in the Atlantic and Pacific Oceans as well as the Caribbean Sea and Gulf of Mexico. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NM-AN2190-21-01484 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The North American Industry Classification Code (NAICS) for this acquisition is 488310, Port and Harbor Operations; the small business size standard is $41.5 Million. Line items are as follows: The contractor shall provide and perform to standards as follows: Husbanding Agent Provides, at least 5 days before arrival, a complete listing of documentation required by all Panama Canal authorities involved in the transit. Provides, at least 5 days before arrival, pre-arrival information on local area emergency services including law enforcement, fire, medical, environmental and associated contact points, and regular and after hour call and response procedures. Provides, at least 5 days before arrival, information on local regulations relevant to the crew, and on known security or health risks in the area, including the current precautions, protocols, and requirements in response to the ongoing COVID-19 pandemic. Phone communications at least twice daily. 24 hour/7 day availability. Acts as single point of contact for all supplies and services to be received and handles all coordination, scheduling, subcontracting, invoicing, and payments. Compulsory Pilotage Pilot with internationally recognized qualification certified by port authority with local jurisdiction. Medical Assistance Liaise with local principal hospital and other medical professionals as needed. The ship will arrive on the western side of the Panama Canal on or about 21 AUG 2021 and will begin transiting the Panama Canal eastbound as soon as possible upon arrival, and will complete the transit and depart directly for sea on or about 22 AUG 2021. Alternate dates for period of performance shall not exceed 2 weeks before or after the dates given here, except by mutual agreement. Contract may be canceled by KO without penalty due to lack of appropriated federal funds, unusual/unplanned operational requirements (adrift buoy retrieval, science gear failure, etc), medical evacuations, hazardous weather avoidance, or other such unplanned diversions from the intended route. KO will provide notice of any changes at least 24 hours in advance.� Alternate dates may, but are not expected to, add to or subtract from the total number of days in the period of performance. Services will be prorated, and billed based on actual use throughout the period of performance. Please see attached Statement of Work for details. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;� 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications with a detail material specification or data sheet, pictures of the item, and authorized OEM letter to sale or distribute their products. 6. Authorized distributor only for this procurement. 3rd party sales will not be accepted. Documents showing authorization to sale a product shall be provided with the quote. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 1000 (10:00 A.M.)
