Description
Naval Air Systems Command (NAVAIR) intends to continue entering into sole source negotiations with General Atomics (GA), San Diego, California (CA) to support the continued full-production of Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) systems for installation onboard USS JOHN F. KENNEDY (CVN 79). This work is currently being conducted under production contract N00019-14-C-0037. Supplies and services to be procured through the contract actions include the material and labor necessary to manufacture, produce, assemble, inspect, integrate, modify, update, support, test and complete installation checkout and certification of the EMALS and AAG delivered systems onboard the CVN 79 aircraft carrier. This effort also includes overall program management, schedule updates, the non-recurring engineering (NRE) for the arresting engines, installation and checkout spares, repairs, technical data, drawing changes and other associated requirements for shipset production, the development, manufacture and installation of forward-fit engineering change proposals, retrofit kits, and/or new complete items, associated NRE, integrated logistics support, validation and verification of technical directives and associated logistics impacts, prototype testing, test plans and reports, computer software, manufacturing acceptance tests and fielding support, hardware storage, and ship-riders provisions for operational support. The original delivery date for the CVN 79 EMALS and AAG systems was 30 September 2022; the revised delivery date is 30 June 2024 and the obligation work limiting date is 20 January 2026. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the remaining CVN 79 EMALS and AAG full-production requirements.� THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
