Description
This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation to procure a Custom Semi-Trailer for Mobile Asphalt Technology Center (MATC) Program under FAR Part 12, Acquisition of Commercial Items. THIS SOLICITATION WILL BE ADVERTISED AS FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS. A single Firm-Fixed-Price Purchase Order, which represents the Best Value to the Government,�will be competitively awarded using Simplified Acquisition Procedures.� The Government�s requirement include the design, construction, delivery, and warranty of a new MATC Laboratory Trailer. The trailer includes customization of the interior/exterior and other key elements needed to meet the objectives of the MATC Program. Additional detail will be provided with the solicitation, however the following minimum salient specifications have been identified: Length of 50 ft, width of 8.6 ft, and a maximum height of 13.6 ft (from the tire to the top of the roof). The legal non-oversized limit length is 53 ft. Some of the final three feet would be taken by the heating and cooling units. Retractable Awning w/drop side enclosures Hydraulic Lift (Liftgate) capable of lifting at least 1000lbs and function as wheelchair lift ADA Accessible Hydraulic Staircase Double door to be capable of accommodating hydraulic lift gate and stairs, Ethernet ports for connecting trailer to landline internet service when available. Outside Electrical outlets to include a 110 volt on front, rear and passenger side of trailer. Four 110-volt outlets under awning area along with two 220 Volt outlets Automatic Built-in Levels Landing Gear The trailer must be completed and delivered within 12 months following award. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known www.sam.gov. As such, no written, telephonic, or other type of request for an advance copy of the solicitation will be entertained. Potential Offerors are encouraged to register at the GPE to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This synopsis is not a request for competitive quotes. A Request for Quotes (RFQ) is anticipated to be published in July 2021. Once the RFQ is posted, all interested, responsible sources may submit a quote which will be considered by the FHWA. The Government is not obligated to issue a solicitation as a result of this announcement.
