Description
Objective The objective of this acquisition is as follows: Acquisition of one concurrent user license for Ingenuity Pathway Analysis Software or equal. Requirements The Ingenuity Pathway Analysis Match CL license or equal shall contain the following salient characteristics: Shall be web based Shall be compatible with the Ingenuity Knowledge Base and Ingenuity Ontology software Shall be compatible with the existing research workflow and third-party analysis software NCTR is using, including, but not limited to, ArrayTrack, SAS JMP and R/Bioconductor. Shall be compatible with ArrayTrack, SAS JMP and R/Bioconductor Shall be capable of supporting gene identifiers from, but not limited to, Affymetrix, Agilent, Applied Biosystems, CAS registry, Entrez, Ensembl, GenBank, GenPept, HUGO, the Human Metabolome Database, Illumina, the International Protein Index, KEGG, PubChem, RefSeq, SwissProt, UniGene and Uniprot Shall provide causal network analysis and appropriate analysis of data derived from gene expression, microRNA and next generation sequencing (NGS) Shall be concurrent and not tied to named users or computer Shall be on the FDA Master Approved Technology list Shall comply with Section 508 of the Rehabilitation Act (the Act) of 1973 Training� Vendor shall provide the following training and meet the following training standards: Vendor shall provide one day of onsite interactive training at NCTR campus, located in Jefferson, Arkansas, per base year and per each option year. Training shall be provided by a qualified expert. Training shall be included in the contract price. Vendor shall agree to open multiple user licenses during training to meet the needs of trainees during training and for a period of at least one (1) month following training. Vendor shall provide training material for the class. Vendor shall ensure that training participants can successfully access licenses by providing any and all necessary fixes, security alerts, critical patch updates, maintenance, and technical support. Training shall cover accessing and operating the software including major and specialized functions, workflows, new and updated features, and include a question and answer session. Training shall be scheduled on a date mutually agreeable to the vendor and the NCTR point of contact. Onsite training shall be scheduled no later than sixty (60) calendar days after award. Training shall begin no later than 10:00 a.m. central time, be completed no later than 4:00 p.m. central time, and span not less than four (4) hours of actual instruction. Maintenance and Technical Support: �In order for a Quoter�s offer to be deemed technically acceptable, the Vendor shall: �Provide fixes, security alerts and critical patch updates. � Licenses shall include maintenance, support, and any upgrades necessary to maintain the system. Vendor shall provide comprehensive and interactive user/center support to ensure software functionality. � Instructions to Offers/Evaluation Criteria Please read these instructions carefully. All items required to be included in the quotation as delineated in these instructions must be provided in Quoter�s quotations. Instructions to Quoters Quoters shall submit a complete pricing for all products listed in this RFQ and overall cost to the Government. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. Quoters should ensure that their initial submission represents their best pricing and that all information is provided to determine technical acceptability. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. Quotations shall meet all the requirements of this solicitation in order to be considered technically acceptable. Quoters shall submit all assumptions in their quotation. Quoter shall be an Original Equipment Manufacturer, authorized reseller and/or servicing agent of the software manufacturer. Quotes shall meet all the salient characteristics of this solicitation. Quotes should contain all requirements outlined in Section 3 of this solicitation. Quoters shall submit all applicable terms and conditions in full text as attachments, appendix, or exhibits. Equal to Quotes must submit Technical volume with detailed point-by-point description of how the equal to product meets all the salient characteristics of this solicitation in Section 4 of this solicitation. Questions and quotes shall be submitted electronically via email to Sephora Calderon at sephora.calderon@fda.hhs.gov. Evaluation: All quotes will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. All quotes will be evaluated on proposed products that meet or exceed all the salient characteristics specified in Section 3 of this solicitation. The Government will evaluate the quotation that it meets the requirement in section 3 and Section 4 of the solicitation to include description, quantity, period of performance and pricing for the deliverables Section 508 Product Accessibility Basis for Award All quotations will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. The award will be made to the lowest price Quoter that demonstrates they can meet all the requirements of this solicitation. Failure to demonstrate meeting any of the requirements will result in a rating of technically unacceptable and will not be considered for award.
