Description
The District of Columbia (DC) Air National Guard intends to award a sole source five (5)-year Blanket Purchase Agreement (BPA) for the Repair of F-16 Aircraft Radar Absorption Panels with a period of performance from 1 September 2021 - 31 August 2026.�The F-16 Repair requirement refurbishes radar absorption panels on the F-16 aircraft. An inventory of the aircraft assigned to the 113th WG has determined there are several aircraft with radar absorption panels where the foam has deteriorated beyond the limit that would be repairable at the local level under the procedures in Technical Order (T.O.) 1F-16C-3-3. The Air Force set up the Air Force Repair Enhancement Program (AFREP) to refurbish Air Force assets that are unusable.� Highly skilled and trained technical professionals are able to take these once unusable assets and bring them back to life.� Specifically to this requirement for the repair of the Radar Absorption Panels installed on the F-16 Radar system are intended to provide protection for the radar system�s microelectronics and to improve the target detection sensitivity (capability) of the radar system.� The radar absorption panels are of differing sizes and shapes strategically placed around the front of the radar processor package.� Over time, the foam absorption material dries out losing its elasticity which results in cracks forming in the material and/or pieces of the foam becoming dislodged from the panels.� In either case, the net result is degradation in the radar system protection characteristics which the absorption panels are intended to provide. DC ANG intends to award this sole source BPA to Texas Management Associates Inc. because it is required that the contractor have an approved Source of Approved Repair (SAR) letter certified by the F-16 Engineering Branch at Hill AFB.� Texas Management Associates Inc. is the only company with the SAR to repair the attached F-16 Radar Absorption Panels.� Therefore, services will remain with Texas Management Associates Inc. as they are the only responsible source and no other service will satisfy agency requirements IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B).� In accordance with the Defense Federal Acquisition Regulation Supplement� (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is NOT a request for quote/proposal. Any interested party that believes it is capable of meeting the Repair of F-16 Aircraft Parts, Radar Absorption Panels requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2359 ET on 9 July 2021. Responses must be submitted in writing to the Contracting Officer, SMSgt Stacey Little via email at stacey.little.1@us.af.mil not later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
