Description
THIS IS A SOURCES SOUGHT NOTICE ONLY.� This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns and what type of small business. Title: Crane Maintenance, Repair & Certification Services. Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and established capabilities to perform the proposed requirement.� The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to provide general maintenance, service, repairs & certifications necessary to �maintaining cranes, hoists, trackage, and vehicle lifts to a standard that prevents deterioration beyond that which results from normal wear and tear and corrects deficiencies in a timely manner to assure full life expectancy of the equipment.� Other work included, but not limited to, shall be completed per approved and accepted industry and equipment manufacturers� standards and shall comply with building and safety codes, applicable activity, local, state, and federal regulations, and other technical requirements.� Maintenance, service and repairs shall include all work necessary to complete the required annual certifications and weight testing (quadrennial) on vehicle lifts and all work necessary to complete required annual inspections, quadrennial load testing, and certifications for cranes and hoists, in order to maintain equipment in a safe and fully operational condition.� Additionally, the Contractor shall perform maintenance, repair, alternation, demolition, inspections, and minor construction for the follow: �������������� Building Systems: Weight Handling Equipment (WHE) Vertical Transportation Equipment (VTE) Trackage Crane and Elevated Crane � The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the FI function.� All maintenance and repair shall be performed by personnel trained and certified by the OEM.� � Personnel maintaining, repairing, inspecting, testing, operating, or rigging WHE shall be qualified per NAVFAC P-307. � Personnel inspecting and testing crane trackage shall be qualified per NAVFAC Instruction 11230.1. � Personnel maintaining and inspecting VTE must be trained and certified per NAVFAC MO-118. � Inspections/Testing on Vehicle Lifting devices are done in accordance with ASME PALD-2009 OR ANSI/ALI ALOIM standards.� Prior approval by the Contracting Officer needed if other standards are being considered.� The standard applies to the design, testing, operation, maintenance and inspection of vehicle lifting devices, hydraulic jacks, vehicle support jacks, vehicle ramps, and high reaches fixed stands, and fixed vehicle lifts. � Personnel working with or on electrical or electronic equipment must be trained and certified per NAVFAC MO-200. � All maintenance trade personnel certifying or inspecting repair or maintenance work that does not require an inspector certified by a governing directive shall be qualified at the journeyman level. A complete list of specifications will be included in the solicitation. The abovementioned maintenance, service, repair & certification work will be conducted at Marine Corps Base Camp Lejeune, NC & Marine Corps Air Station Cherry Point, NC.� The Procurement Method is FAR Part 15. The Government intends to award a Firm Fixed Price (FFP)/Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a base period of one year plus four (4) option years.� The total term of the contract, including all options, will not exceed sixty (60) months. �The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause.� In either case, the Government will not synopsize the options when exercised. The North American Industry Classification System (NAICS) Code for this procurement is 811310, Facilities Support Services; and the average annual gross standard has not exceeded $8,000,000.00 for the past five years.� The existing contract for the services is contract number N40085-17-D-0002.� The proposed contract considered for any small business (SB) type as stated above.� Interested SB concerns should, as early as possible but not later than fifteen (15) days of this notice, indicate interest in the acquisition by notifying the Contracting Officer�s point of contact listed below.� Award will be made to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP); will be most advantageous to the Government in terms of price and technical capability. All Small Business concerns are encouraged to respond.� The Government will not pay for any information solicited.� Respondents will not be notified of the results of this market analysis until the pre-solicitation notice is posted.� One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement.�� The Government encourages all Small Businesses, or other Small Business concerns interested to respond, indicating interest in the acquisition by providing to the Contracting Office a capability statement and a positive statement of eligibility as a Small Business.� The capability statement shall include the following: (Provide no more than two pages for capability statement only for this notice) Ability to meet all technical requirements outlined in this notice Active in the beta.SAM for the System for Award Management Registration (SAM) with: DUNS number CAGE code Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 811310 Be registered to use Wide Area Work Flow (WAWF) for Electronic Invoicing If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice. The solicitation will utilizes source selection procedures which will require offerors to submit a technical proposal, safety ratings, past performance, and a price proposal for evaluation by the Government. Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted.� Notifications that do not address all the required information will not be considered.� Interested parties should respond as soon as possible but no later than fifteen (15) days from the date of this posting.� Email responses to this Sources Sought Notice to: clifton.l.gaither.civ@us.navy.mil.� Telephonic submissions and questions will not be entertained.� Offerors can view and/or download the solicitation, and any attachments, at https://beta.sam.gov/ when it becomes available.
