NOTICE TYPE: SOLICITATION Specification Number: 36C78621B0005 Project Number: 810CM3029 Description: Gravesite Expansion (2000 Niches & 2,500 IGC), Dayton National Cemetery, Dayton, Ohio In accordance with Public Law 109-461 this Invitations for Bids (IFB) procurement opportunity is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business, (SDVOSB) firms. The SDVOSB must be verified in http://www.vip.vetbiz.gov, to be eligible to submit a bid under this acquisition. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html to be eligible for award. The Department of Veterans Affairs, National Cemetery Administration requires a Contractor to provide all Management and Supervision, Labor, Equipment, Material, Supplies, etc., necessary for the construction of a new Columbarium Plaza at the Dayton National Cemetery, Dayton, Ohio, which shall consists of 6 double-sided and 8 single-sided columbarium walls, consisting of 2,080 niches and the creation of a 2,512 plot in-ground cremains section. Work shall include but will not limited to Demolition, Site Preparation, Erosion Control, Excavation, Backfilling, Grading, Foundations, Footing, Columbaria, Irrigation, Landscaping, Flower Watering Stations, Signage, Storm Drainage, Utilities, Road Pavement, Curbs, and Certain other items and specific tasks as will be further defined and described in accordance in the Government s Statement of Work, Specifications and Drawings, as well as all applicable Local, State and Federal laws and regulations. The Government anticipates the award of one (1), Firm Fixed Price (FFP) contract, with an anticipated contract Period of Performance shall be for three hundred (300) calendar days after receiving the Notice to Proceed. The Product Service Code (PSC) for this procurement is Y1PZ Construction of Other Non-Building Facilities. The North American Industry Classification System (NAICS) code for this procurement is 237990 Other Heavy and Civil Engineering Construction. The Size Standard for this procurement is $36.5 million dollars. The project magnitude of construction range is estimated to be between $1,000,000 and $5,000,000. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. NOTE: To be eligible for contract consideration offeror MUST fully complete and return the entire Solicitation document. ONLY ONE CONTRACT WILL BE AWARDED IN RESPONE TO THIS SOLICITATION. BID SUBMISSION: A public bid opening will occur by phone conference using the following: Call Line: 872-701-0185 Conference ID: 443 919 903# All bids shall be submitted electronically via the Vendor Portal by the due date and time outlined in the solicitation. All Interested Bidders must be registered with the Department of Veterans Affairs eCMS Vendor Portal at https://www.vendorportal.ecms.va.gov. Bidders who require registration shall proceed to the Vendor Portal s Login section and shall click on Request a user account to register. In the event an Offeror is unable to submit a proposal through the vendor portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. DO NOT wait until the last day to upload bid documents. Bidders are highly encouraged to submit bid packages 2-3 days in advance to avoid system lock outs: If an Offeror experience difficulty in submitting its bid via the Vendor Portal the Contracting Officer may accept an Offeror s quote via email under the following circumstances: Bidder must provide evidence that an email discussions or verbal discussion with the VAAS helpdesk could not resolve registration issues. Bid submitted must meet the time constraints as set forth in the solicitation. Bids submitted via email without set requirements will not be accepted and will be considered to be NONRESPONSIVE. Late or incomplete Bids will NOT be considered and deemed to be nonresponsive. Document naming convention. SITE VISIT: An organized Site Visit has been scheduled for July 15, 2021 at 2:00 p.m., Eastern Standard Time (EST); refer to solicitation FAR clause 52.236-37 Site Visit for detailed site visit information. AMENDMENTS: Potential bidders are advised that they are responsible for obtaining and acknowledging any Amendments to the solicitation. Amendments to the Solicitation will be posted at https://beta.sam.gov/search?index=opp. Paper copies of the amendments will NOT be individually mailed. Register to the receive email notifications at https://beta.sam.gov/search?index=opp, and potential bidders will be notified by e-mail of any new Amendments that have been issued and posted. No other notification of Amendments will be provided. Failure to acknowledge an Amendment may result in bid being considered non-responsive.
