- Notice of Intent to Sole Source for�Wolters Kluwer TeamMate�Software Licenses The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Wolters Kluwers Financial for eleven (11) TeamMate (TM) audit management software licenses. �TM is proprietary software that can only be provided by the manufacturer, Wolters Kluwer Financial Services, Inc. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the required services as no other source has been identified who can provide the requirement listed below. The purpose of this notice is to inform the public that the NIH anticipates issuing a purchase order to renew a license and service agreement for TM audit management software licenses for a period of one base year and four option years. �The purpose of this acquisition is to ensure continuity of services and 100% operational functionality.� �The TM application is a comprehensive audit management system designed to help auditors and audit department leadership manage all aspects of the audit process.� NIH�s Office of Financial Management (OFM) has a need to maintain TM licenses for audit software.� �TM allows OFM auditors to identify and document risks, create assessment reports, schedule projects, allocate resources, capture time and expenses, track audits and issues, and create and manage audits via an advanced electronic working papers database. �OFM is currently using TM as the agency�s central audit management and storage system and requires the continued use of the software to maintain current operations and support ongoing audit efforts.� This notice is not a request for competitive quotes.� However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. �A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another organization�has the capability to meet this requirement.
