Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer York to supply a 2200 ton chiller for the addition to the Massachusetts Institute of Technology Lincoln Laboratory (MIT LL) �Chilled Water Plant (CWP) as part of the new Compound Semiconductor Laboratory and Microsystems Integration Facility (CSL-MIF) to be constructed on Hanscom Air Force Base (HAFB) in Lexington, MA. The procurement number is W912WJ21R0007. �The CSL-MIF will be part of the MIT LL campus on Hanscom Air Force Base. The new CSL-MIF building will require a large quantity of chilled water provided by the chiller plant for its process and cooling requirements. In order to provide the additional chilled water, the plant mechanical capacity needs to be expanded. The requirement is to provide a refrigerant based York YK self-contained centrifugal water-cooled chiller to expand the capacity of the Laboratory�s existing central Chilled Water Plant (CWP) in support of the CSL-MIF project.� The CSL-MIF facility will increase the campus chilled water demand beyond existing capacity.� The York chiller will provide 2,200 tons of additional cooling capacity for the campus, including the addition of the CSL-MIF.� To increase existing system capacity in the most efficient manner, the existing central chilled water plant will be expanded as part of the CSL-MIF project. In order to maintain operations, the new chiller will be required to fully �integrate and operate seamlessly with the existing MIT LL campus-wide chilled water system.� Interfacing the additional York chiller equipment into the existing York chilled water system will provide critical operational redundancy for the CSL-MIF.� The five existing York chillers are paralleled and fully interface with one another and the existing plant condenser water and heat exchanger equipment. They have adaptive control technology providing the most efficient and consistent operations possible and identical control, compatibility, and functionality is required from the new chiller.� Full compatibility of the equipment enables chiller paralleling which allows MIT LL operations to stage the chillers in the most effective and responsive manner.� Operational versatility is critical to service performance and the ability of the system to respond based on the environmental and research demands.� Only another refrigerant based York YK water cooled chiller will seamlessly interface with the existing York chilled water system and provide the campus-wide level of comprehensive interoperability, redundancy and compatibility required to maintain uninterrupted operations.� This level of reliability and functionality is critical to the Laboratory�s ability to execute their mission. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced York chilled water system. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the York chiller for the CSL-MIF procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
