Description
�This is a DRAFT Request for Proposal (RFP) for FA9451-21-R-1000 Advanced Space Technology Research and Optimization (ASTRO).� Any information pertaining to this DRAFT RFP must be submitted by 02 August 2021, 5:00 PM (MDT).�Any responses received after the noted date and time will not be reviewed or considered. THIS DRAFT RFP IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� This DRAFT RFP shall not be construed as a solicitation, request for proposal, request for quote, or as an obligation on the part of the Government. This announcement may or may not translate into an actual procurement in the future. There is no funding associated with this DRAFT RFP announcement. The Government assumes no financial responsibility for any costs incurred by respondents. Any information submitted by respondents as a result of this announcement is strictly voluntary. No information contained in this DRAFT RFP shall supersede any information contained in the final RFP if issued. The formal RFP (including amendments), when issued, is the only solicitation document that should be relied upon in determining the Government's requirements. A draft RFP is an important tool to seek input from Industry on the Government's requirement and to ensure greater understanding on both sides of the acquisition. Respondents are highly encouraged to review the DRAFT RFP package and provide feedback, comments, questions, highlight errors/omissions and ambiguities, and provide any other comments and suggestions. Respondents may use any methodology to provide feedback so long as sufficient detail and rationale is provided. Respondents should also include company point of contact information of individuals that may be contacted for follow-up clarifications and market research purposes. � The Government is particularly interested in soliciting feedback regarding: Any documents or attachments that would be required for the respondent to submit a complete proposal. The DRAFT contract type and CLIN construct. Offerors may not be allowed to propose alternate contract types or CLIN structures if a final RFP is released.� The DRAFT is the time for potential offerors to provide recommendations/rationale. The evaluation criteria, supporting documentation, and page limitations as outlined in Sections L & M. Offerors will not be allowed to deviate from the final Section L & M sections if a final RFP is released.� The DRAFT is the time for potential offerors to provide recommendations/rationale. The Government�s current plan is to allow 45 days for proposal submissions following the release of the final RFP.� If there are issues with this, Respondents are requested to provide rationale as to why a longer duration would be needed.� The Government is working on updates to the current requirements based on Industry and interested parties comments and feedback. At this time, there is not an estimated date that a final RFP may be released regarding this requirement. Responses shall not include proprietary or classified information.� Responses will not be judged or evaluated.
