Description
The U.S. Geological Survey intends to award a non-competitive purchase order to the Washington State Department of Fish & Wildlife (WDFW), located in Olympia, Washington, to provide airboats, airboat operators, research crews and equipment, and rocket net operators to locations in Grays Harbor and Willapa Bay to assist with the capture, marking, and field observations of Red Knots during migration. These will be provided to the USGS Patuxent Wildlife Research Center located in Laurel, Maryland. The period of performance will be one year from the date the contractor receives the purchase order. There are two one-year option periods. WDFW owns and maintains databases required for this research. The databases contain information on arrival and departure dates of the focal species (threatened Red Knot), locations of resting and feeding locations, and locations of previously captured Red Knots in Grays Harbor and Willapa Bay, WA. This database is necessary to locate the focal species and target capture and marking efforts during the brief period the species is present at the study area while migrating from Mexico to Alaska. The database is not published or available to others and Washington State does not access on a fee basis or otherwise. Visiting these sites is conditioned on using the state provided airboats and personnel. The contract will maintain the continuity of this long-term database on a threatened species and bird of management concern. In accordance with FAR 5.207, all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1). Responses must be emailed to Daniel (Dan) Galvin at dgalvin@usgs.gov by no later than 06/29/2021. The anticipated NAICS code is 487210 Scenic and Sightseeing Transportation, Water. The size standard is $8.0 million. The anticipated award date of the contract 07/01/2021. The anticipated contract will be fixed price. A vendor must be registered at https://sam.gov/content/home to be awarded the purchase order.
