- Description
- The Mission and Installation Contracting Command (MICC) � Fort Drum, NY is issuing this notice for the procurement of Architect and Engineering (A-E) Design Services for renovation and design of an activity center Fort Drum, NY. This notice constitutes a special situation in accordance with FAR 5.205(d).� Firms wishing to be considered for evaluation in response to this notice shall submit a SF 330, Architect-Engineer Qualifications, as detailed below section, Submission Requirements. This procurement is being conducted in accordance with the Brooks Act, as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. �The North American Industry Classification System (NAICS) code for this action is 541330, Engineering Services, with a Size Standard of $16.5M.� The service code is C1QA, Architect and Engineering- Construction: Restoration of Real Property (Public or Private).� The requirement is being set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) concerns in accordance with FAR 19.203.� Interested firms must be registered in the System for Award Management (SAM), https://sam.gov/content/entity-landing. �Registration must be complete prior to the end date of this notice. CONTRACT INFORMATION: The Government intends to award no more than one (1) firm-fixed price contract.� The magnitude of the construction project is between $5,000,000 and $10,000,000. The contract will have a design period of performance that shall not exceed 240 calendar days from contract award. The estimated construction period of performance shall not exceed 365 days from Notice to Proceed. PROJECT INFORMATION: A-E services, as defined in in 40 USC 1101 and FAR 2.101, to support activity center design at Fort Drum. The general scope of work is detailed in the PWS attached to this notice. All A-E firms responding to this notice are advised of the restrictions in FAR 36.209 which prohibits a contract for a construction project being awarded to the firm that designed the project or that firm�s subsidiaries or affiliates.� Additionally, FAR Part 9.5, Organizational and Consultant Conflicts of Interest, prohibits an A-E firm being subcontracted to provide services to a Construction vendor on a project where the A-E firm previously completed work. SELECTION CRITERIA: See attached document for selection criteria. SUBMISSION REQUIREMENTS: Interested A-E firms with the capabilities to perform this work shall submit a Standard Form (SF) 330, Architect-Engineer Qualifications, Part I and Part II.� All information must be submitted on the SF 330, and shall not include other formats referencing the SF330 in lieu of submitting the SF 330.� A fully completed Part I and Part II sections of the SF 330 must be submitted.� An incomplete SF 330 will not be considered for evaluation. Submissions shall be in electronic format (Microsoft Word or searchable Adobe Acrobat Portable Document File) only.� Email or CD/DVD attachments are acceptable.� Email submissions should be sent to Ms. Lindsay McLaughlin at lindsay.a.mclaughlin.civ@mail.mil and CC Mr. A. Milan Sanchez at alfredo.m.sanchez.civ@mail.mil.� �CD/DVD submissions should be sent to Ms. Lindsay McLaughlin at the address identified at the end of this notice. All fonts shall be at least 12 point or smaller in Arial (not Arial Narrow) to include text, tables and figures. �Pages shall be 8-1/2 inches by 11 inches. �The Organization Chart required in Part I, Section D, and the Matrix required by Part I, Section G, may be presented on a sheet up to 11 inches by 17 inches. �Submissions are to be organized as follows: Part I of the SF330 shall not exceed 100 pages, front side only, excluding tabs, separators and blank sheets, and shall be organized as follows: Tab A - SF330, Part I, Sections A, B, C and D. Tab B - SF330, Part I, Section E. Tab C - SF330, Part I, Section F, CPARS. Tab D - SF330, Part I, Section G. Tab E - SF330, Part I, Sections H and I. Part II of the SF330 shall have no limitation.� A� SF330, Part II submission, is required for each branch office of the firm and any subcontractor that will perform a key role under the contract.� Part II shall be organized as follows: Tab F - SF330, Part II. Tab G - Joint Venture Agreement (if applicable). Tab H - Additional Information (if applicable). All respondents must be registered in the System for Award Management (SAM).� For instructions on registering with the SAM, go to https://sam.gov/content/entity-landing NOTE: This is NOT a Request for Proposal.� Respondents are hereby notified that, if designated as one of the most highly qualified firms, the response time for the issued Request for Proposal (RFP) is anticipated to be 10 business days from the date of RFP issue. SUBMISSIONS MUST BE RECEIVED NO LATER THAN July 23, 2021, 3:00 p.m., E.D.T. �Submissions received after this time will be viewed as late and not considered.
