- 24 June 2021 - Attachment FARM+ll+FA9101-21-R-0001+RFP+Q+and+A_24Jun21 has been added to this solicitation. Q&As related to the seed project SOW will be released separately. This is a request for proposal (RFP) for the Arnold Engineering Development Complex (AEDC) Facilities Acquisitions for Restoration and Modernization (FARM) II Multiple Award, competitive, Indefinite-Delivery Indefinite-Quantity (IDIQ) acquisition for mechanical, electrical, and instrumentation, data, & control systems, design-build, construction, and two-phase design/build for military ground testing facilities at AEDC which includes Arnold AFB, TN and its associated Geographically Separated Units.� The performance period for the FARM II acquisition is five years from award.� This contract will be firm-fixed-price (FFP). The guaranteed minimum amount over the life of the contract will be $1,000. �The total estimated cost of the contract(s) is $300,000,000.� The Government intends to award a minimum of two with a target of four contracts. Proposals are due 2:00 p.m. CDT, 13 July 2021.� Offerors providing less than 180 calendar days for Government acceptance after the proposal due date will not be considered and will be rejected. The Government will use beta.SAM for disseminating the acquisition documents. �Potential offerors are responsible for monitoring this site for the release of any other announcements.� No hard copies, faxes, or emails will be available.� A competition library is available at https://www.arnold.af.mil/FARMII/. All contractors MUST be registered and active in the System for Award Management (SAM) in order to receive a contract award.� Contractors can obtain further information on the SAM website at https://sam.gov. Actual construction work will be accomplished under individual Task Order(s) (TO) to be placed on an as-needed basis under the basic FARM II contract.� Major items of work include: mechanical; electrical; instrumentation data systems and controls (ID&C); and/or design/build projects for military ground testing facilities.� These projects include infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation (RDT&E) mission at Arnold Engineering Development Complex (AEDC), Arnold AFB TN.� Performance will be primarily required at Arnold AFB, TN as well as at the following Geographically Separated Units (GSUs):� National Full Scale Aerodynamics Complex (NFAC), Mountain View, CA (NASA Ames); Tunnel 9, White Oak, MD; McKinley Climatic Laboratory, located at Eglin AFB, FL and the 704th Test Group at Holloman AFB, NM; to include the 704th�s GSUs, OL-AA located at Kirtland AFB, NM, and OL-AC located at Wright Patterson AFB, OH and the 586th Flight Test Squadron at White Sands Missile Range, NM.� The contractor is required to have a performance capability to accomplish multiple TOs at multiple project sites concurrently, while having a FARM II focused task-force organization for effective management and responsive coordination with the Government FARM II Program Team.� Execution of work under this contract shall be in accordance with basic contract, statement of work, and individual TO specifications.� The North American Industry Classification System (NAICS) code for this project is 236220 (Commercial and Institutional Building Construction). �The Business Size Standard is $39,500,000.� This requirement will be solicited under full and open competition. The Government will not reimburse any interested parties for monies spent to provide a response to this�solicitation notice.� Any questions to this notice must be submitted in writing or via email to the Contracting Officer or Contract Specialist. AFFARS 5352.201-9101, Ombudsman (October 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.� When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.� The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.� Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.� The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.� Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions)
