Description
The US Army Contracting Command-New Jersey (CCNJ) on behalf of the Army Material Command (AMC) seeks to enter into a Prototype Other Transaction Agreement(s) (OTA) pursuant to 10 USC 2371b, in support of the U.S. Army for a Prognostics/Predictive Maintenance tool or process that can be implemented to reduce the Army�s equipment down time. The Army is failing to meet fleet readiness goals month after month for its combat systems. Conditioned Based Maintenance and sensor data will only assist fleet readiness after extensive investment and modification of our fleets have occurred. Until then, the Army still seeks to improve equipment availability and fleet readiness across the force. The current substandard equipment readiness experienced by major weapon platforms calls into question Operational Tempo (OPTEMPO) impacts, actual Mean Time Between Failure (MTBF) Rates, effectiveness of existing service schedules, accuracy of supply forecasting, depot production sufficiency and more. There is existing extensive amounts of historical and current maintenance and supply data to support statistical research and analysis to create and improve predictions on equipment performance, supply requirements, and required maintenance procedures based on OPTEMPO and MTBF of major components. While other efforts, at work, across the Army look to leverage sensor data where applicable, this request is created to address both sensor supported equipment and legacy systems that do not have supporting sensors or capability to move data off platform. The Prognostic & Predictive Maintenance solution will have proven maturity to scale user and data growth, integrating technology, and providing long-term sustainment. The proposed solution must be a prototype project(s) that is directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired by the Department of Defense. The scope must include demonstration and validation or transition (including training) of the prototype capability. The vendor must analyze data and provide a prognostics & predictive maintenance capability using existing software.� The current state of the analytical art offers numerous methods and commercially-available solutions that would allow this data to be analyzed without the need for a research or development effort.� Software development and/or modification of software is not authorized under this effort The attached Prognostics & Predictive Maintenance Instructions and Evaluation Criteria detail the multi-step process that the Government will utilize to award a single Other Transaction Agreements (OTA) in support of the Army Predictive Maintenance program. Any questions regarding this notice shall be submitted in accordance with (IAW) Section 1.7�of the attached Predictive Maintenance Instructions and Evaluation Criteria no later than (NLT) 1 July 2021, 1500 EDT. Step One (1) responses are due NLT 8 July 2021, 1500 EDT. All responses shall be submitted IAW the attached Instructions to Offerors. No award will be made unless and until the Government can make a final determination that the solution meets the statutory requirements for use of a prototype OTA (it meets the definition of a prototype project, enhances mission effectiveness and your company is a non-traditional defense contractor, small business, traditional defense contractor with significant participation by non-traditional defense contractors or a traditional defense contractor offering a 1/3 resource share). In addition, each Company responding to this notice shall be registered in the System for Award Management (SAM) at https://www.sam.gov/SAM. The representations and certifications made by your Company, including those completed electronically via the SAM shall be incorporated by reference into any resulting OTA(s) that is awarded from this notice. When submitting a proposal, the Offeror shall provide its Data Universal Numbering System (DUNS) +4 number.� The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative Electric Funds Transfer (EFT) accounts.� If the Offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.� An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the Internet at http://fedgov.dnb.com/webform.� An offeror located outside the United States must call the local Dun and Bradstreet office for a DUNS number.� The company should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office. Companies are advised that any Prototype Other Transaction Agreement(s) awarded in response to this Prototype Project Opportunity Notice (PPON) will include the following statement relative to the potential for follow-on production: ""In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA project may result in the award of a follow-on production contract or transaction without the use of competitive procedures."" For purposes of this agreement and for the purpose of this prototype project the Period of Performance shall be approximately 12 months. Additionally, production is defined as sustainment after Full Deployment of the Predictive & Prognostic Maintenance solution. The follow-on production contract or agreement could be for a term of up-to five (5) years. Any costs incurred by the Company in responding to this PPON are not recoverable from the Government.
