Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0090 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The associated NAICS code is 325998, All Other Miscellaneous Chemical Product and Preparation Manufacturing, with a small business size standard of 500 employees and the PSC code is 6810. The Department of Agriculture (ARS) has the need for the following products: 001) Sparganothis and Cranberry Fruit Worm Pheromone Blend Scope of Work: The UDSA-ARS Vegitable Crop Research Unit (VCRU) in Madison, WI is seeking sources for Sparganothis and Cranberry Fruit Worm Pheromone Blends. Background: The USDA-ARS uses this pheromone blend to disrupt mating behaviors of the cranberry pests Sparganothis Fruitworm and Cranberry Fruitworm. The cranberry pests Sparganothis Fruitworm and Cranberry Fruitworm are detrimental to the overall crop yields of cranberries in Wisconsin; in order to successfully reduce the populations of these pests without jeopardizing the integrity of the fruit or the local ecosystem, we need a pheromone-based treatment that disrupts the mating of the adult moth to prevent damage before the eggs are even laid. Many insecticides that can treat and kill these pests are incompatible with organic practices or leave lasting residue on the fruits or environments. These pheromone blends are alternatives to the traditional insecticides that are compatible with organic practices and have been shown to be effective in the past. Technical Requirements: Sparganothis Fruitworm Pheromone Blend Active volatile Pheromone Treatment Must be proven to reduce Sparganothis Fruitworm population Must be able to be applied directly to cranberries Must be able to be used on organic and conventional acreage Must be able to persist on plant for >10 days Must come with encapsulated carrier to slowly release pheromones Must be compatible with conventional application techniques (boom sprayer) Cranberry Fruitworm Pheromone Blends (conventional) Active volatile Pheromone Treatment Must be proven to reduce Cranberry Fruitworm population Must be able to be applied directly to cranberries Must be able to be used on conventional acreage Must be able to persist on plant for >10 days Must come with encapsulated carrier to slowly release pheromones Must be compatible with conventional application techniques (boom sprayer) Cranberry Fruitworm Pheromone Blends (organic) Active volatile Pheromone Treatment Must be proven to reduce Cranberry Fruitworm population Must be able to be applied directly to cranberries Must be able to be used on organic acreage Must be able to persist on plant for >10 days Must come with encapsulated carrier to slowly release pheromones Must be compatible with conventional application techniques (boom sprayer) Brand name or equal: Tr�c� Sparganothis MEC and CFW MEC Key Deliverables: Sparganothis Fruitworm Pheromone Blend � 26 bottles (490 mL/bottle) or 12,740 mL or 12.74 L. Cranberry Fruitworm Pheromone Blend, Conventional � 19 bottles (490 mL/bottle) or�9,310 mL or 9.31 L. Cranberry Fruitworm Pheromone Blend, Organic � 9 bottles (490 mL/bottle) or 4,410 mL or 4.41 L. Delivery: Delivery is to be made to Russell Lab at USDA-ARS VCRU 1630 Linden Drive, Madison, WI 53706 by no later than July 16th, 2021. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Madison, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. To be eligible, all vendors must also be registered in SAM under the specific NAICS code listed as part of this request for quote. If a prospective vendor is not registered under the specified NAICS code and would qualify to be registered under it then they must update their SAM registration prior to submitting a quote. Finally, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted.
