Description

INTENT TO AWARD A SOLE SOURCE ACQUISITION The Internal Revenue Service (IRS) intends to award a sole source purchase order to International Business Machines Corporation for IBM MQ V8 Extended Support . The authority permitting a sole source acquisition is FAR 6.302-1, �Only One Responsible Source and no other supplies or services will satisfy agency requirement�. The delivery is 30 to 60 days from purchase order award. According to market research for IBM MQ V8 Extended Support, International Business Machines Corporation owns and develops the propriety and patented, software and algorithms specifically required for this acquisition. Thereby the proposed source has the sole unique technical and other resources required for this acquisition. The Government currently uses IBM MQ V8 Extended Support software and support services at the IRS facilities. The proposed acquisition is to acquire IBM brand name �IBM MQ V8 Extended Support software and software support� which is required to obtain necessary security fix packs and technical support from IBM. This brand name product supports the Government need for continuity of operations in support of the IRS messaging system. No solicitation package will be issued on Beta Sam. This notice of intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than �3:00 pm EDT on July 12, 2021. Responses shall be submitted to Contract Specialists, Larry Dickens Jr. at Larry.D.DickensJr@irs.gov, Giovanni D�Angelo at Giovanni.S.DAngelo@irs.gov , and Contracting Officer, Lisa S. Martin at Lisa.S.Martin@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate your ability to provide and provide support for IBM MQ V8 Extended Support. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
