- Description
- The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for the collection of riparian health data at 15 Designated Monitoring Areas (DMAs) in accordance with Multiple Indicator Monitoring (MIM) protocol on BLM administered land in Musselshell, Yellowstone, Carbon, and Sweetgrass Counties in Montana. BLM will issue Solicitation Number 140L3621Q00011 via https://sam.gov/content/opportunities, at the link provided in this notice. The work to be performed include the following tasks: 1. MIM Data Collection a. For all DMAs, find access routes to each monitoring point b. Approximate GPS coordinates for the upper and lower ends have been provided to assist field crews in delineating the monitoring reaches. These are approximate locations, and applicable procedures outlined in Technical Reference 1737-23 shall be followed when determining the final DMA end points. c. Define the Lower and Upper end of the DMA d. Mark the Lower and Upper of the DMA e. Take Photographs f. Identify and Record the Timing of MIM in Relation to Grazing g. Follow Monitoring Guidelines and General Procedures h. Use the MIM Modules i. Flooded Greenline j. Notes and Comments can be Obtained in the Field 2. Field work for all 15 DMA locations will be completed between 06/01/2022 and 07/15/2022 according to Technical Reference 1737-23. 3. Draft MIM data will be completed and submitted to the Billings Field Office by 08/15/2022. 4. Final reporting will be completed and submitted to the Billings Field Office by 09/15/2022. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around July 9, 2021. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 541620 and the associated Small Business Size Standard is $16.5 Million. A single award will be made to the Offeror that submits a quotation that has been determined to be the best value offer (price and non-price factors considered). A firm-fixed priced purchase order is contemplated. Quotations will be due on or around August 10, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around September 13, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
