Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. POP: July 12 � July 18. 1.� SCOPE 1.1 Intent.� This work item describes the requirements for the Contractor to perform spot abatement of up to 12 sqft of lead-based paint (LBP), and to clean and remove lead dust contamination in increments of 800 sqft on the Mess Deck & OINC stateroom. 1.2 Government-furnished property. None. 2.� REFERENCES COAST GUARD DRAWINGS None COAST GUARD PUBLICATIONS Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2020, General Requirements Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), 2020, Requirements for Preservation of Ship Structures OTHER REFERENCES None 3.� REQUIREMENTS 3.1 General. 3.1.1 CIR. The Contractor must submit a CIR for the inspections listed in the following paragraph(s): Reference section 3.4 Pre Lead abatement Assessment. 3.1.2 Tech Rep. Not applicable. 3.1.3 Protective measures.� The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences.� The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).� Known interferences include, but are not limited to the following: None. 3.2 Hazardous material disclosure and certification.� The Contractor must be aware of the presence of lead in excess of 0.009 percent by weight (0.018 mg/cm2, or 90 ppm), in the existing primer coat(s). 3.3 Abatement locations.� Perform inspections of spot abatement in locations identified in TABLE 1. TABLE 1 - LEAD ABATEMENT LOCATIONS LOCATIONS��������� ABATEMENT AREA (APROX.)���������� APROX. SPACE SURFACE AREA Mess Deck, Deck�� 6 sqft����� 500Sqft OINC Stateroom, Deck�������� 6 Sqft����� 300Sqft 3.3.1 Pre-and post abatement lead dust sampling - for non-affected spaces.� Before and after completion of abatement job, the Contractor must conduct lead dust wipe sampling in non-affected location(s) listed in Table 2.� Refer to sub-paragraph paragraph titled �Lead dust wipe sampling� SFLC Std Spec 0000, Appendix A or B, as applicable. NOTES 1. Pre-abatement sampling for non-affected adjacent compartments is for the purpose of establishing baseline of initial condition. 2. Post-abatement sampling for non-affected adjacent compartments is for verifying whether or not contamination has occurred as a result of improper protective measures. 3. Post-abatement clearance applies to space(s) in which abatement has been completed. TABLE 2 - LEAD DUST WIPE SAMPLING NON-AFFECTED SPACE���� # OF WIPE SAMPLES Passageway���������� 5 Pilot House����������� 5 Aft Cabin 5 P-Way���� 5 Head������ 5 3.4 Pre Lead abatement Assessment: Contractor shall conduct lead dust sampling of the spaces listed in Table 2 and provide a recommendation for cleaning space of lead dust. Submit a CIR. 3.5 Spot abatement and Lead dust cleaning particulars.� The Contractor must accomplish all LBP abatement requirements and all lead dust clean-up tasks for the designated surfaces, as specified in SFLC Std Spec 0000, Appendix A or B.� Applicable requirements include, but are not limited to the following: �������������� Additional protective measures. �������������� Coating removal/surface preparation. �������������� Lead dust clean-up. �������������� Post-abatement clearance. �������������� Laboratory analysis. �������������� Waste disposal. 3.5.1 Post abatement Coating application. Not required.
