Description
This is a pre-solicitation announcement only. This is a synopsis of an upcoming solicitation, 140R1721Q0039, Grand Coulee Power Office Landscaping and Grounds Maintenance. The Bureau of Reclamation, Pacific Northwest Region intends to solicit quotes for a firm-fixed price / time and materials, commercial service contract, in support of Grand Coulee Power Office, Grand Coulee, Washington. Grand Coulee Power Office facility requires the services for landscaping and grounds maintenance. The facility is approximately 4,500 acres in size although, only 2,859 acres require some service resulting from the upcoming solicitation. The general scope of this service requirement is mowing, edging, trimming, debris removal, pruning, irrigation operation and maintenance and planting flower, trees, and shrubs for a period of a base year and four option years. Pursuant to Part 12 and 13 of the Federal Acquisition regulations, Reclamation intends to issue a written Request for Quotation (RFQ) on or about the last week of June � first week in July. The Request for Quote will be issued as a total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 561730, Landscaping Services, with a Small Business Size Standard of $8.0 Million. Contractors will be expected to not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded. (FAR 52,219-14 Limitations on Subcontracting Deviation 2019-01). The Government anticipates award of a firm-fixed price / time and materials purchase order. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. Prospective vendors may submit quotes by email only to msanderlin@usbr.gov . Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to the closing date of the solicitation. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury�s Internet Payment Platform located at www.IPP.gov.
