25 June 2021 - Amendment 03 IFB Submission Extension The purpose of this amendment is to communicate to Industry that IFB FA521521B0001 is no longer under protest; and establish a new bid submission deadline and allow interested parties the opportunity to submit/resubmit bids. 1) The protest to IFB FA521521B0001 was dismissed by the Government Accountability Office. 2) All bids previously received in response to the IFB will not be considered. Interested parties will need to resubmit bids for consideration in accordance with this amendment. Bids are due by 2 July 2021 at 3:00pm HST (Hawaii Standard Time). ----------- 28 April 2021 -�Amendment 02�IFB Suspension� The purpose of this amendment is to communicate to Industry that IFB FA521521B0001 is currently under protest. The Contracting Officer received a notification of a U.S. Government Accountability Office (U.S. GAO)'s Pre-award Protest. As a result, the Government will suspend the IFB indefinitely until an evaluation and determination has been made. Once a determination has been made, the Government will communicate to Industry the outcome of the protest and may cancel, reissue, or amend the solicitation providing interested parties the opportunity to resubmit bids. A new Bid Opening's location, date, and time will be provided by the Government at that time. All bids already received in response to the IFB will not be considered. Interested parties shall resubmit bids for consideration. ------------ 26 April 2021 -� Clarification regarding Joint Venture The Government is submitting a clarification�regarding Joint Venture's supporting documents. Question: If bidding as a Joint Venture, are financial statements (bonding capacity, balance sheets etc.) required from each party that make up the JV? or are these documents only required from the JV itself. Please clarify. Clarified Government response: Bonding letter shall be from the Joint Venture. Financial Documents, such as income statements balance sheets, etc.�may derive�from the Joint Venture or the companies forming�the Joint Venture if they likely would have more meaningful information.� -------- 9 April 2021 - Amendment 01 The Government has amended the solicitation to incorporate the consolidated questions and answers received in response to the IFB, incorporate the revised Statement of Work, revised the ordering period to add one 2-year option, add historical and estimated workload (Information purposes only), and extend the due date to 27 April 2021.�Interested sources are required to read the IFB�and its amendment,�in its entirety, and submit a bid in accordance to the instructions set within. A comformed copy has also been provided for easier readability; it consolidates the original solicitation with the amendment changes. Additional questions may be submitted, however the Government reserves the right to not answer questions if doing so would result in an additinal amendment requiring an extension of the solicitation and to extend would not be in the best interest of the Government. ------------------------------------------------------------- The 766th Enterprise Sourcing Squadron (ESS) has issued a Firm Fixed Priced (FFP) Invitation for Bid (IFB), with the intent to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) Simplified Acquisition of Base Engineer Requirement (SABER) supporting Territory of Guam and Hawaii Islands, but reserves the right to award a separate contract for each location should that results in a lower total evaluated bid price. Projects under this IDIQ contract will consist of minor construction work based on a general statement of work further defined within each individual Task Order (TO). Work to be performed under the SABER will be within the preponderance of the North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction with a Size Standard of $39,500,000.00. The performance period for this contract will consist of a Seven-Year Period, that is one 5-yr base with one 2-yr option period. The total contract value including all options is not to exceed (NTE) $100,000,000.00 effort in the event of one single award for Territory of Guam and Hawaii Islands or two separate single awards with a NTE $50,000,000.00 each. The minimum guarantee will be $5,000.00.
