- PRE-SOLICITATION NOTICE PROJECT TITLE: MEDICAL AND COMMUNICATION BUILDING 2000 REPAIRS AT FORBES FIELD, TOPEKA, KS SOLICITATION NOTICE: W50S7Y21R6001 CLASSIFICATION CODE: Y SET ASIDE: SMALL BUSINESS SET ASIDE NAICS CODE: 236220 � Commercial and Institutional Building Construction The 190th Air Refueling Wing, Kansas Air National Guard located at Forbes Field AFB, Topeka, KS intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Repair of the Medical and Communication Building 2000. The intent of the project is to modernize mechanical systems reaching its end of usable-life and increase energy efficiency on the twenty-year-old facility. The work requires multiple disciplines for demolition, installation and testing and will include multiple options for carpeting, window installs, exterior doorframes,�flush valves/shower controls, lighting controls, new acoustical ceiling and grid throughout building. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents. Proposed solicitation issue date is on/about 9 July 2021. FAR Part 15.3 and DFARS Part 215.3 will dictate the source selection procedures for this acquisition. Evaluation factors will be included in the solicitation. The Government intends to award without discussions. The contract duration is at 365 days, the North American Industry Classification (NAICS) Code is 236220 (Commercial and Institutional Building Construction), and the size standard of $39.5M. This project will be procured as a total small business set aside and the magnitude of this project is $1M - $5M. The tentative date for the site visit is TBD. Interested contractors are encouraged to attend and shall follow instructions as shown in the solicitation. The proposal due date is scheduled for on-or about 13 August 2021, 1:00 PM CST @ U.S. Property & Fiscal Office for Kansas, Topeka, Ks. Actual dates and times will be identified in the solicitation. Interested offerors must register in the System for Award Management (SAM) database prior to award of a contract. SAM registration is available online at the following Internet web address: https://beta.sam.gov/. You will need your DUNS number to register. Instructions for registering are on the web page and interested bidders/offerors must register with beta.SAM.gov before accessing SAM. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY). The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at beta.SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, FAR clause 52.232-33 also requires SAM registration for payment. PLEASE NOTE For security reasons, individuals requiring access to FORBES FIELD must present a valid photo ID and be escorted to their destination by a Government employee. Proposal will list required info needed to gain access to installation. Bidders/Offerors cannot log into the beta.SAM.gov home page and search for data. This solicitation is not an invitation for bids and there will not be a formal public bid opening.
