Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to MTS Systems Corporation upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Engineering Resources Branch in Hanover, NH seeks to procure one (1) Liquid Nitrogen Environmental Chamber and Video Extensometer System that meets the following specifications: �Liquid Nitrogen Rapid Environmental Conditioning Chamber � � � � � � � �Minimum Interior Dimensions of 32-inch x 14-inch x 17 inch � � � � � � � �Temperature Range of 176� to -150�C (to meet and exceed MILSPEC) � � � � � � ��� Minimum Cooling Rate of 5�C/min (to meet and exceed MILSPEC) � � � � � � � ��Required viewing window in front of device to allow cameras to watch testing � � � � � � � � �Required dual Glove Port front of chamber � � � � � � � � Required Glove port on side � � � � � � � � Environmental Chamber Lift Video Extensometers � � � � � � � Video Extensometer Measurement Head; Model XT-107 � � � � � � � Extensometer Measurement Head; Model XT-205 Video Extensometer Computer Accessory Set Video Extensometer Analog Output Module; USB, 2 Out, Screw Video Extensometer Measurement Mounting Assembly; head, tripod Digital Image Correlation equipment and analysis software (on MTS computer) Video Extensometer System with VG5 Advanced, DIC Installation schedule to be determined after award and completed no later than 5 months from award date. Shipping: �CRREL, 72 Lyme Rd, Hanover NH 03755. MTS Systems Corporation was identified as the only source reasonably available to meet all technical requirements of the Government because of the proprietary hardware and software systems in place. The associated North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument Manufacturing was determined to best represent this requirement.� Small business size standard is 1000 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM, Central Standard Time (CST), 2 July 2021 to: Lisa.A.Bernard@usace.army.mil and ERDC-CRREL-QUOTES@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
