DRAFT THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. RFI #36C26221Q0947 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS/PSC for this requirement is: NAICS Code: 541519 Other Computer Related Services PSC: R499 Support Professional: Other Size Standard: $30.0 Mil Description of Requirement: VISN Annual PowerScribe Support for California Sites, Annual PowerScribe Support for Arizona and New Mexico Sites. Period of performance beginning date shall be October 1, 2021, number of option years shall be determined by the Contracting Officer. Contractor shall provide the Annual PowerScribe Support Services, PowerScribe upgrade, service contract and licenses for all VISN 22 dictation equipment. Contractor shall provide full maintenance and services for Nuance s 360 PowerScribe software. To include any upgrades for the system as part of the SMA. Contractor shall have the ability to provide software upgrades to PowerScribe and provide phone support for troubleshooting. Contractor shall have the ability to remote into VISN 22 systems for support. Contractor shall provide detailed information of their certifications/licensure, experience, education levels, training, extent and applicability of related experience, and special or unique qualifications pertaining to PowerScribe Support Services. Contractor shall provide prior work experience with Nuance PowerScribe 360 3. Interested and capable Contractors should respond to this notice not later than Monday, July 12, 2021 @ 10:00 AM PDT by providing the following via email only to Imelda Martinez, Contract Specialist, at Imelda.martinez@va.gov. (a) company name (b) address (c) point of contact (d) phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described herein. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. The Contractor shall provide the services stated herein the Statement of Work. 5.1 SCOPE: The Contractor shall provide all necessary labor, materials, supplies, parts, software (needed for the general operation of the equipment), tools, equipment, travel, transportation expenses and other related costs to provide Preventive Maintenance Inspection (PMI) and Corrective Maintenance services on selected Government-owned Carahsoft Nuance dictation equipment, servers, and software at the participating facilities listed herein of the Veterans Integrated Service Network (VISN) 22. General Requirement: All work shall be in accordance with manufacturer s instructions, including, adjustments, calibration, cleaning, lubrication, testing, disassembly, checkout, replacement of worn and/ or defective parts, etc. The above shall be performed as necessary as required to keep each equipment and software in optimal working condition. Participating Facility: VA GREATER LOS ANGELES HEALTHCARE SYSTEM VA LOMA LINDA HEALTHCARE SYSTEM VA LONG BEACH HEALTHCARE SYSTEM VA SAN DIEGO HEALTHCARE SYSTEM VA NORTHERN ARIZONA HEALTHCARE SYSTEM VA PHOENIX HEALTHCARE SYSTEM VA NEW MEXICO HEALTHCARE SYSTEM VA SOUTHERN ARIZONA HEALTHCARE SYSTEM Hours of Work: This contract is a full-service contract to include all necessary scheduled service calls five days per week, Monday through Friday, 8:00 am 5:00 pm local time, excluding National holidays. Remote technical support is available 24 hours per day, 7 days per week, excluding National holidays. Any service performed during other than normal work hours must have prior approval and coordinated with the COR or CO. National Holidays: New Year s Day January 01 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day July 04 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 Contractor Point of Contact: The POC shall be available by telephone Monday through Friday, between 8:00 am and 5:00 pm local time, excluding national holidays. Contractor Specific Tasks: Non-Emergency Remote Support: i. The contractor shall provide support via telephone, email, or webpage to diagnose and solve any issues concerning the aforementioned software and products. ii. The contractor shall respond within four hours following the receipt of the initial call. b. Emergency Remote Support: i. Emergency is defined as when equipment or program fails to operate and prevents the continuation of day-to-day business operations, for which no immediate workaround is available. ii. Emergency remote support shall be provided by the contractor on a 24-hours/7 days per week basis. iii. Contractor response time shall be within one hour following the receipt of the call. c. Equipment Support: i. Contractor shall provide all necessary on-site labor for all equipment and replacement parts to the Government at no additional cost during normal working hours. ii. Contractor shall be responsible for the return of any defective equipment to the applicable manufacturer. d. Update and Upgrade Support: i. The contractor shall provide on-site updates and upgrades of the applicable programs released during the period of performance of this contract. ii. The contractor shall provide up to five free additional HL7 data field mappings within the integration. e. Contractor shall submit Field Service Report (FSR): FSR to the COR for all repairs and services. The FSR must be legible and signed by the COR after the Contractor has demonstrated to the COR and the Equipment User that the equipment is in proper operating condition and meets manufacturer s specifications. Only the original FSR must be submitted to the COR. The FSR at a minimum must contain company name, service technician s name, contact telephone number, date of service, a detailed description of any services performed on the equipment (model number and location included), signs of misuse or neglect, findings of problems and correction, including all performance verification, listing of replacement parts, when applicable; total hours of service; safety check; performance data; and recommendations necessary to maintain the equipment in optimum operating condition Contractor Responsibilities/personnel: Contractor shall furnish service manuals and/or test equipment for the performance of this contract. It is the responsibility of the Contractor to bring the appropriate equipment, parts and/or supplies necessary to complete the work as required. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company. Contractor field service personnel shall be dressed to present a clean, neat appearance at all times when performing under this contract. Personnel performing maintenance and repair services must be fully qualified, knowledgeable and trained technicians that are competent to meet the requirements of this contract and fulfill all obligations of this contract. All Contractor personnel assigned to the performance of this contract shall be required to sign in and sign out each day that the services are provided. The sign in/out sheet shall be provided by the COR on a weekly basis. Eating areas for Contractor personnel are permitted in designated areas only. Government telephones shall not be used for personal reasons. The Contractor shall ensure that they have sufficient backup employees in case the technician that is assigned to this contract calls in sick, on vacation and/or is not available on any specific day that the contractor employee is scheduled to work. All tasks accomplished by the Contractor personnel shall be performed to preclude damage or defacement of Government-owned furnishings, fixtures, equipment and facilities. The Contractor shall be responsible for repair or replacement of Government-owned items or facilities to previous condition, if determined to be at fault by the COR. The Contractor shall ensure that the employees assigned shall be cognizant of sexual harassment, drug-free workplace and other appropriate federal employment requirements. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can provide the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Contractor must be verified in VIP at time of proposal submission and at time of award. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov.
