- SYNOPSIS: INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Martinsburg West Virginia is conducting a market survey and is seeking potential sources for equipment , installation, and services to provide wireless internet access to all long-term care patient rooms. PROJECT DESCRIPTION: See Statement of Work PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract. This will be a 5-year Contract , Base year, and 4 1-year Option Years. The anticipated solicitation will be issued as either a Request for Proposal (RFP) in accordance with FAR Part 15, considering Technical and Price Factors. The results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. This project is planned for advertising into late June 2021. The North American Industry Classification System (NAICS) code 515210 CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement in the following format: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 515210. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners and potential teaming partners. Section 3: Provide a Statement of Interest in the project. Section 4: Provide the type of work your company has performed in the past in support of the same or similar requirement. Please provide the following in your response: No more than three (3) contracts that your company has performed within the last five (5) years that are of comparable size, complexity, and scope to this requirement. Include the project name, project owner and contact information as this person may be contacted for further information, project scope, project size (Example: square footage), building use (Example: Medical Facility, Office Building, etc.), project dollar value, start and completion dates. Describe specific technical skills and key personnel your company possess to perform the requirements described under description of work. Describe your Self-Performed** effort (as either a Prime or Subcontractor). Describe Self-Performed work in terms of dollar value and description. **Self-Performed means work performed by the offeror themselves, NOT work performed by another company for them for any of the project examples provided. Section 5: The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. At this time no solicitation exists; therefore, please DO NOT REQUEST A COPY OF THE SOLICITATION. Contracting Office Address: Network Contracting Office NCO-5 510 Butler Avenue Martinsburg, WV 25404 Primary Point of Contact: Deborah Reardon Contract Specialist Deborah.reardon@va.gov Statement of Work Patient Wi-Fi GENERAL: Scope of Services: The Contractor shall provide the equipment, installation, and services to provide wireless internet access to all long-term care (LTC) patient rooms at the Martinsburg VA Medical Center. The included buildings/areas are: Building 500 Wings 5A/5B/5C, building 501 Wings A/B, building 513, and Building 516. Contractor shall use the existing Comcast fiber and coax throughout campus to connect the new areas. Contractor shall design the equipment layout to ensure all rooms have adequate wireless coverage. Contractor shall supply all parts, materials, tools, and equipment for the completion of the project. Contractor shall provide recurring maintenance and technical support for the installed systems. Location: Martinsburg VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405 The government anticipates awarding a Firm Fixed Price contract with a base year and four renewable option years. Anticipated Period of Performance is July 1, 2021 June 30, 2022. WORK HOURS: Hours of Operation: Normal business hours for implementation work are 8 a.m. to 4:30 p.m. The Contractor shall provide technical support services via phone twenty-four hours a day, seven days a week. The Contractor shall provide on-site support as needed during normal business hours. The Contractor will be authorized to provide afterhours support as needed with communication to the facility. National Holidays: The ten holidays observed by the Federal Government are: New Year s Day, Martin Luther King s Birthday, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. DEFINITIONS Wi-Fi: wireless internet Long-term Care (LTC): The facility s on-site nursing home environment/department that exists in multiple locations on campus and houses patients requiring wireless internet access. fiber: A fiber-optic cable, also known as an optical-fiber cable; an assembly like an electrical cable but containing one or more optical fibers that are used to carry light. coax: Coaxial cable, or coax; a type of electrical cable consisting of an inner conductor surrounded by a concentric conducting shield, with the two separated by a dielectric (insulating material). SPECIFICATIONS: Internet Service shall be provided to all rooms 24/7/365 with 99% or better uptime. Equipment/Materials: The Contractor shall provide all necessary equipment, to include access points, modems, and gateways All mounting brackets, hardware, etc. for the proper placement of equipment shall be provided by the Contractor. Some existing racks may be available for Contractor use in some locations. All equipment must be configurable and set to a frequency to avoid impacting local frequencies used by the VA IT network and other equipment. Cabling The Contractor shall provide all cables and conduit as required. Any underground trenching for cabling shall require the Contractor to have locates completed. Any penetrations through fire/smoke barriers will require a penetration permit from the VA Fire Department on-site. Penetrations through fire/smoke barriers shall be properly sealed daily (no penetrations shall be left open). Permanently sealing penetrations includes the use of approved red fire caulk to fill any gaps. Contractor shall minimize dust, especially in clinical areas, and follow infection control procedures provided to them. Setup/Configuration All Wi-Fi___33 endpoints shall have an attractive splash page with the VA s required language to force the acceptance of the end-user The Wi-Fi___33 should have security features to allow inappropriate content to be blocked The Wi-Fi___33 should have features to prevent cybersecurity issues Tasks: Design the network (equipment needs, layout of equipment and cabling, etc.) Procure equipment Complete cabling Configure/setup equipment Test Provide technical support and maintenance Continued Support Contractor shall provide real-time monitoring of the network Contractor shall notify the facility of hardware, software, traffic, or security issues Contractor shall provide contact information for help desk support Safety: The Contractor shall follow federal regulations. The Contractor shall adhere to infection control guidelines to include but not limited to using/changing sticky floor mats, utilizing vacuums, minimizing dust generation, and utilizing extendable dust carts when ceiling tiles are removed or moved. The Contractor must comply with all safety practices and CDC regulations. The Contractor is responsible for reporting any hazards they come across to their point of contact and report emergencies to campus Dispatch/Police via extension 4911 as applicable. Personal Protection Equipment (PPE): Contractors shall be responsible for their own PPE when performing work on-site. Masks shall be worn in all healthcare areas. Temperature Screening: All persons entering the facility shall have their temperature taken by the screening contract employee. Verbal Screening: All persons entering the facility shall be verbally screened by contracted screeners based on current CDC (Center for Disease Control) guidelines. Contract personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. GOVERNMENT FURNISHED ITEMS AND SERVICES Existing manholes, conduit, raceways, etc. as applicable/available Power outlets for equipment CONTRACTOR FURNISHED EQUIPMENT/SUPPLIES Access points, gateways, modems, etc. Cabling (Fiber, Coax, Cat6e) Tools to complete installation Ladder(s) PPE QUALITY ASSURANCE The Government will test the end-product to ensure completeness and effectiveness. Performance will be reviewed on a periodic basis by the Contracting Officer s Representative on behalf of the Government. F.
