- SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 334516 Analytical Laboratory Instrument Manufacturing with a Small Business Size Standard of 1,000 employees for an upcoming requirement to deliver and install a LASER PARTICLE SIZE ANALYZER in accordance with the attached, drafted Brand Name Specifications, Brand Name Salient Characteristics, Work Statement, and Basis for Award by Trade-off. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. Interested small business firms who feel that they can provide the requirement, are invited to submit an affirmative response to this announcement by email to Don Downey, ddowney@usgs.gov. An affirmative response must include: 1) Firm Name; 2) DUNS number; 3) POC Name, Email, and Phone number, 4) firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.); and 5) sufficient documentation that readily shows that the offered goods/services: a) meet or exceed the attached, drafted Brand Name Salient Characteristics and b) satisfy the Small Business Administration (SBA) Non-Manufacturer Rule criteria [https://www.sba.gov/partners/contracting-officials/small-business-procurement/nonmanufacturer-rule#:~:text=The%20nonmanufacturer%20rule%20allows%20a%20small%20business%20to,business%20to%20supply%20products%20it%20did%20not%20manufacture.] This information will be evaluated and used to determine if competitive opportunities exist. This information will assist the Government in determining how small businesses can fit into the acquisition strategy. If sufficient interest and capability is not received from small business firms, any solicitation may be issued as unrestricted without further consideration. All responses must be submitted NLT 06/30/2021 at 1700 ES via e-mail to: ddowney@usgs.gov. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the sam.gov website and no paper copies will be provided.
