Page 1 of Page 13 of 55 Page 1 of THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested vendors will assist the Government in determining the appropriate acquisition method. Item # 1 Capability Statement Requirements: RESPONSES MUST INCLUDE THE FOLLOWING INFORMATION: Company Name, Address, Size Standard, DUNS #, Cage Code Point of Contact name, phone number, and email address NAICS Code 511210 and Small Business Size Standard 500 employee MUST be assigned to company Commercial Laundry Equipment Price List (your price list or the price list you intend to use) Capability Statement Provide proof of past performance (provide 2 commercial Space Management Software contracts you have installed in the last 5 years or of the company that will be performing the installation) Specify the specific line items in which you intend to provide/install. If you will NOT be manufacturing the equipment, you MUST provide information on the manufacturer you intend to use, ie. authorized distributor letter, etc. If you will NOT be performing the installation, you must provide a Letter of Intent from the business you intend to use (explaining their agreement with you to perform the installations according to the solicitation), along with references of their past laundry equipment installations. *NOTE Acquisitions will only be set aside for SDVOSBs/VOSBs if two or more responses are received with the required information listed above, by the due date specified below. Only SDVOSB and VOSB offerors are invited to respond to this Sources Sought Notice via email to Jim Houston at James.Houston@va.gov along with any other questions or concerns, no later than 06/30/2021. Disclaimer and Important Notes: This Sources Sought Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Government will treat any information received as proprietary and will not share such information with other companies. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time. Integrated Workplace Management System for CTVHCS The Central Texas Veterans Healthcare System is seeking an Integrated Workplace Management System (IWMS). The IWMS would need to provide space planning, utilization, and management. Move management and strategic planning with robust management and ad-hoc reporting, querying, and hoteling capabilities. Statement of Work The contractor shall provide CTVHCS a single software technology platform and CAD drawing database repository IWMS Solution, implementation, and training to optimize the use of valuable resources in maintaining facilities and equipment. The software and associated drawings and data shall be hosted on a server computer operated by vendor. CTVHCS users will access the system through the Internet in an encrypted and protected environment. The vendor shall maintain the server and provide technical support on an on-going basis to CTVHCS users. 1.1 Application Modules - The solution shall consist of the following application modules to record, manage, and communicate day-to-day operations, and assist the facilities team with work reception, planning, control, performance, evaluation, and reporting. An IWMS Software Solution is required for recording work requirements, tracking the status of the work, and analyzing the recorded data to manage the work, produce reports, and help control costs. 1.1.2 Space Management Application Module: MUST integrate with REVIT (BIM) and AutoCAD. Updates between REVIT and the IWMS solution should travel in both directions. Provides complete visibility into space and occupancy Manages and classifies space data by type, use, and allocation Runs reports from information tracked in the system including available space and occupancy Module must have the ability to see/query a specific space type, i.e. procedure rooms, across an entire facility/health care system. Query should display the applicable floor plans, quantity, quantity by building/facility, total SF, etc. 1.1.3 Move Management Application Module: Provides user-friendly interface for requesting space moves. Module should be customizable for adding questions for the applicant to answer. Example questions would be when, where, reason, equipment types, furniture types, etc. Displays, tracks, and manages room moves in tabular format, integrated reports, or graphically on live floor plans Integrates with the physical space inventory maintained in the Space Management Module to ensure the accuracy of data utilized for moves Runs reports that compile, list, and analyze data about moves includingWhat type of employee data is going to be collected for these reports? employees, departments, and costs. Employee information shall be limited to Name, Title, Service, and Office Location . Manages move costs 1.1.5 Office Space Reservation Management Application Module: Generates actual demand rates of meeting spaces Reserves workspace by locating and booking available space from a list of spaces or identifying visually on a floor plan Displays, tracks, and manages room information in the space management module Saves reservations to common calendar programs such as Microsoft Outlook Schedules and tracks space usage Project Management Application Module: Provides a user-friendly interface for requesting projects. Project request would need to allow for routing to different user groups for different levels of approval before it is sent to the next approval group. Centralizes all facility project information including requirements, approval, budgets, schedules, vendors, RFIs, Submittals, RFPs, etc. Configures forms, views, and notifications to streamline project management and ensure compliance with business processes Maintains and monitors status, budgets, and schedules across multiple projects, locations, and provides visibility to management and internal customers Runs reports that compile, list, and analyze data about projects Provides information on project details including budgets, tasks, and documentation 1.1.9 IWMS Software Solution Requirements: The software should have the typical characteristics listed below. Web-based with access via a standard web browser (e.g. Internet Explorer, Chrome) FedRAMP certified in all aspects of uses to include the local PCs and the Servers/Environments in which it will be hosted. Must be on the VA s TRM. The C&A requirements do not apply, and a Security Accreditation Package is not required. Compliant with National Institute of Standards and Technology (NIST) guidelines Compliant with Federal Information Processing Standards (FIPS) 199 requirements Have an upgrade path that requires no re-programming Requires minimal training for web users who access the system for work request submittal and room reservations Maintains maintenance inventory Records and maintains work history Includes work tasks and frequencies Communicates with each customer Includes report and query access via the web Ability to accept Radio-Frequency Identification (RFID) asset data into a database and generate reports for asset management Ability to create standard reports Ability to deploy and utilize mobile applications in the field Ability to integrate with graphical visualization technology (i.e., CAD, BIM, GIS). This ability MUST include the automatic transfer of the data from the CAD/BIM models to and from the IWMS Software. Provides reliable information in useable report formats, including: Reports for space, work requests, sustainability, project management and asset reporting Query Capability Capable of adding user defined fields Graphic as well as text queries for data about buildings, floors, and rooms Square Footage by Building, Room, Room Function, etc. Departmental Occupancy Graphical Floor Plan Queries Vacancy Reporting Building Characteristics Summary Floor Surfaces by Square Footage 1.1.10.2 Implementation Services: The vendor shall work with the designated Engineering IWMS Software Solution Manager to develop an overall implementation process and schedule. 1.1.10.3 Database Import: Importing space, real estate, work, move, project, and asset data from existing systems or Access Databases. Space data will consist of basic facility data (building number, building name, building address) and building descriptive data such ADA compliant, type of sprinkler system, etc. The space data will be imported from existing design drawings, AutoCAD and REVIT files, and the Space Management Specialist s computer database files. Employee seating assignments by location with cross reference to assigned clinics and departments and includes personnel in those clinics and departments without seating assignments. Project Request, Moves, and project data are currently contained in the Engineering Office database files. 1.1.11 Training: Training shall be provided at the facility location and be documented in such a way that the IWMS Software Solution Manager can train additional users at any time. 1.1.12 Maintenance and Upgrades: Maintenance and upgrades provided as required. Space Management System The space management component of this acquisition is the SaaS interface and shall accommodate the following functions using the drawing database described above. Facility management Strategic planning includes unlimited what-if scenarios BIM and CAD drawing Integration in a bi-directional interface allows for us to send and receive changes with the Vendor and third parties that access the drawing archives Reports include a robust ad-hoc reporting feature space management Graphical representation of the facility that identifies space based on Occupancy vs vacancy Department Clinic Capital Asset Inventory (CAI) drivers VISTA and the other systems listed above Physical Security and life safety Conference rooms, hoteling, hot desks, swing space and otherwise temporary assignments of space. Move management Shall include a user-friendly Move Request screen Floor stacking and modeling What-if scenarios Project Management CAI data added to projects that affect space drivers and then a management report on the progress and outcome of projects that affect CAI. Ability to added progress reports and interim drawings to user interface for project status. Exhibits used to meet these requirements shall be hosted on a platform complaint with The Federal Risk and Authorization Management Program (FedRAMP) and VA OI&T TRM. Training The Vendor is expected to provide sufficient training so the staff can operate the SaaS platform with little to no additional assistance. The Vendor shall provide reasonable technical support for problems or failures of the SaaS, how-to questions, and issues from the newly trained staff, and to correct anomalies in the drawing archive or supporting database as they are discovered. Place of Performance. Because the deliverable is SaaS, it is reasonable to expect the Vendor will perform a significant amount of work at their company location. However, because the deliverable includes the verification of drawing attributes, the Vendor will also perform a substantial amount of work on each of the VA properties listed in Attachment.
