- Description
- The Centers for Disease Control and Prevention intends to award a firm fixed price modification to contract 75D301-20-C-08008 with Rush University Medical Center for Innovative Support for Patients with SARSCOV2 Infections (INSPIRE) Registry. The Contractor is the only contractor that can meet HHS/CDC/DDID/NCIRD/DVDs needs because the work is an increased level of effort of the INSPIRE study conducted under Contract # 75D30120C08008. Rushs study was built on a cohort of three sites (Rush, Yale and UW) and was expanded to include an additional five sites (UCLA, UCSF, UT Houston, UT Texas, and Jefferson Medical). The Contractor has built the Hugo data management platform to successfully recruit, enroll and collect the study data from the participants. The Rush/INSPIRE study received BAA award because of its unique design and ability to timely inform CDC on how SARS-CoV-19 impacts critically at risk demographics and answer the identified study objectives. Rush's staff and partner sites have experienced principal investigators and other personnel who have demonstrated their capability in meeting the Governments need in the critical time frame required. The proposed revisions will not alter the original study aims but will: (a) enhance the geographic and demographic diversity of the INSPIRE study cohort by collaborating with state and local health departments and add up to 1,600 additional participants; and (b) expand the Hugo data management platform to include the additional linkages of electronic health information (including vaccination and/or information on viral testing) to these new collaborating partners. Due to the unique nature of the requirement, CDC has not identified any other Covid-19 study on which to achieve the desired study objectives. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to William Brannen at VWL0@cdc.gov by 9:00 A.M. EST., July 12, 2021.
