- Description
- The DBIS III Sustainment interim task order will provide USCIS with continued Agile development and maintenance capability to sustain IT systems for the Systems Delivery Division (SDD) Data and Business Intelligence Portfolio. SDD has an ongoing requirement to obtain broad range of Analytics and support services to all USCIS end users. This includes providing reporting capability, which includes ad-hoc reporting, canned reports, analytical capabilities via dashboards, data visualization, and statistical analysis and supporting Artificial Intelligence (AI) and Machine Learning (ML) research and development. Due to the critical nature of the DBIS III task order and the vital role it plays in supporting the entire Agency, it is in the Government�s best interest to continue services on a sole source basis for this short period under the DBIS III Sustainment interim task order. The time between a potential competitive short-term award action and the need date for these services (06/12/2021) would not allow sufficient time for recruiting, hiring, background checks and entry-on-duty, as well as most importantly a transition period with knowledge transfer. In addition, due to the high probability of transitioning tasks from the incumbent contractor to the new competitive PLANXS contractor, there is a plan for a period of 90 days transition after award. A gap in service or loss of the incumbent contractor�s knowledge are unacceptable due to a high risk of loss or degradation of end-user support across the USCIS enterprise without a meaningful transition.
