- National Park Service - National Mall and Memorial Parks - Sole Source - 2021 Independence Day Fireworks Display at West Potomac Park The National Park Service (NPS) � National Capital Area (NCA) intends to award a contract on a sole source basis to Garden States Fireworks, LLC for an additional Fireworks show on the 4th of July 2021. The additional fireworks display in Washington, DC will take place in West Potomac Park in conjunction with the fireworks display located at the Lincoln Memorial Reflecting Pool on July 4, 2021. The Lincoln Memorial Reflecting Pool Fireworks display is awarded under Contract 140P3021C0022. The opportunity to provide an additional fireworks display for the benefit of the national celebration of July 4th arose on short notice, thus necessitating this action. On information and belief, in June 2021, the Presidential Inaugural Committee (PIC) first initiated discussions with the White House, wherein the PIC advocated for an expanded July 4th fireworks display and also offered to reimburse the Government for this cost. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1 (b)(2), Soliciting from a Single Source, and FAR 13.501 (a)(2)(i), for purchases exceeding the Simplified Acquisition Threshold, but exceeding $750,000, contracting officers may solicit from one source if the contracting officer certifies that a justification is accurate and complete to the best of the contracting officers knowledge and belief, and has received higher level agency approval as required. Garden States Fireworks, LLC., has been identified through Market Research as the only vendor that is capable of providing this second 4th of July Fireworks display in the short amount of time that is required. This procurement is being conducted under the Simplified Procedures; only one source has been determined to be capable of providing services. The Government intends to use FAR Part 12 to purchase the above listed items. This requirement is reserved exclusively for only Total Small Business Concerns, as encouraged by FAR 19.202-4 (a), FAR 19.203-4 (e) and 19.501, and will be awarded under the North American Industry Classification System (NAICS) Code: 713990, All Other Amusement and Recreation Industries: $8.0 million. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Tuesday, June 29, 2021, 10:00 a.m. MST. An award will be made on or before June 30, 2021. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent brian_mccabe@nps.gov . Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet and resell this item to the government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action is based on this notice and solely within the discretion of the Government.
