Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation, 89303020REI000075, is a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, Effective March 10, 2021. This solicitation is unrestricted for full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 519130-Internet Publishing and Broadcasting and Web Search Portal, with a small business size standard of 1,000 employees. Submit a proposal per Attachment 1 Statement of Work (SOW) and RFP Term and Conditions. The Department of Energy (DOE), Energy Information Administration (EIA) located in Washington, DC is seeking to purchase access to (1) Global Cancellation Disruption Monitor Workbook with access to flight-level global flight cancellations and (2) access to flight-level global flight departures to support OEA�s short term forecasting and jet fuel market monitoring requirements for two (2) Users., per Attachment 1, Statement of Work (SOW). Delivery terms are FOB destination. The Period of Performance is for one year of service. ������ Offerors that fail to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1 or reject the terms and conditions of this solicitation shall be excluded from consideration. The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Higher priced quotes may not be evaluated if a lower priced quote meets or exceeds the acceptability standards for non-cost factors.
