6/28/2021:� Questions and Answers received on 6/28/2021 are posted as an Attachment to this Market Survey Announcement. * * * * * * * * * * * *�* * * * * * * * * * * * 1.� Introduction/Purpose The Federal Aviation Administration (FAA) has an upcoming requirement for support services for the Air to Ground Communications Branch (ANG-E62) as outlined in the attached Draft Statement of Work (SOW) at the William J. Hughes Technical Center in Atlantic City, NJ. �This requirement is anticipated to be a time and materials (T&M) procurement for a period of 5 years.� The purpose of this market survey announcement is to solicit capability statements from interested companies and to receive feedback relative to the labor category requirements identified in the draft SOW. 2.� Incumbent Contractor (if applicable) The incumbent contractor is Solentus, Incorporated of Arlington, VA.� The current Electronic FAA Accelerated Simplified Task (eFAST) award number is DTFAWA11A-00147, Task Order #0007.� The award was made in the SEDB 8(a) competitive category in eFAST. 3.� Nature of Competition The acquisition strategy for this procurement has not been determined at this time.� The results of this market survey will be used as a determining factor in deciding on the level of competition. Please note that based on the FAA�s Acquisition Management System Policy at 3.2.1.2.3, the use of agency wide contract/procurement vehicles must be used to the maximum extent possible.� The responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract/procurement vehicle is appropriate. Potential vendors are cautioned that no further announcement may be made if an existing agency wide contract/procurement vehicle is utilized for this requirement. 4.� Standard Language This is not a Screening Information Request or Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; Any costs associated with the market survey submittal is solely at the interested vendor�s expense; Vendors will not be notified of the results of this survey or results of information submitted; and Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor.� Such information will not be disclosed outside of the acquisition team. 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 541330 (Engineering Services) with an applicable size standard of $16,500,000. 6.� Submittal Requirements for Market Survey Capable and interested Socially and Economically Disadvantaged Businesses (SEDB) 8(a) vendors are encouraged to respond to this market survey.� Capability Statement � Interested vendors are requested to submit a summary of its vendor�s capability in meeting the FAA�s requirement as described in the attached Draft SOW.� Examples of your vendor�s recent corporate experience (within the last 5 years) in performing similar work relevant to:� 1) Radio Frequency (RF)/voice/data communications, 2) Test & Evaluation (T&E) and 3) test bed/test tool development is to be provided.� �Please include any additional information to assist the FAA in planning the acquisition strategy, such as if you possess a current FAA wide contract/procurement vehicle (such as an eFAST Master Ordering Agreement (MOA) and its award number).� Also, include your firm�s business classification size.� Capability statements must not exceed five (5) pages in length.� Each firm claiming 8(a) status is required to provide a copy of its SBA 8(a) certification letter with its submission as evidence of 8(a) eligibility. Also, any feedback relative to the labor category requirements identified in the draft SOW is encouraged. 7.� Delivery of Submittals All questions regarding this market survey must be submitted via email to Anne Marie Ternay by no later than 2 p.m. (ET) on 6/28/2021.� All submittals must be received via email to the Contracting Officer, Anne Marie Ternay at annemarie.ternay@faa.gov no later than 2 p.m. (ET) on 7/9/21.� 8.� Other (if applicable) (a) The FAA will not be conducting a site visit prior to submittals in response to this market survey announcement. (b) FAA may utilize acquisition contractor support for this requirement. Contract support employees will sign applicable Non-Disclosure Agreements and Conflict of Interest Agreements when appropriate.� Exclusive responsibility for source selection decision remains with the FAA. �9.� Attachments Draft Statement of Work Q&As as of 6/28/2021
