Description
Directional Borehole Pilot, Reaming, Installing and Cementing 13 3/8� and 7� Casing. STATEMENT OF WORK Title of Project: Cased mine borehole installation Project Objective � The purpose of this project is to create a permanent directional, cased borehole between building 28 at the Pittsburgh Mining Research Division and the underground mine facility. This borehole is required to provide 125 pound-per-square-inch of compressed air to operate pumps and other equipment underground. � I. BACKGROUND The services contemplated under this contract are considered to be an �Other Function� as defined by the Office of Federal Procurement Policy in OFPP letter 11?01 and by HHS in Acquisition Policy Memorandum 2012?01. NIOSH operates and maintains two unique underground research facilities near Pittsburgh, PA. For almost 50 years, the government has operated the facilities to provide demonstration, conduct research and training underground. These facilities provide impactful results that are driven by stakeholder input. The response from the stakeholders is positive and there is continued interest in research underground where NIOSH has complete control over the environment. However, the underground environment has specific challenges that include removing unwanted water from travel ways and other important areas of the facility. To do this, a large industrial air compressor is required to provide the force to drive large pumps located in many different areas of the mine. If the water is not removed it can endanger workers, research equipment and possibility surface structure through subsidence. NIOSH must maintain the water levels in a safe and controlled manner. The equipment to be considered is a surface rotary screw air compressor with a desiccant drying system. The drying system provides clean air to be supplied to the underground to operate the pumping and air tools systems in the mine. This 150-horsepower compressor is required to both operate air-tools for maintenance and to move large amounts of ground water safely in the mine to ensure proper treatment of runoff. The building selected to house the compressor (building 28) does not have a borehole to the underground mine. A 7-inch borehole is needed to connect the surface air-compressor to the underground compressor lines. This borehole must begin at the building and travel at a 30-degree angle to enter the mine at a specific location. This will require directional drilling. Once the pilot hole is successfully made, the pilot hole must be expanded to sufficient diameter to allow for the insertion of a 6-inch waterproof casing for the entire length. The ends must also be capped to prevent water infiltration. � II. PURPOSE � The Safety Research and Experimental Coal mines require a new rotary compressor to provide air pressure to operate pumps that take ground water drainage out of the mine. The air supply can also be used to run other equipment necessary for the mine. The current rotary compressor does not provide adequate air supply to complete these tasks simultaneously and is unable to be upgraded. This new compressor is required to provide the necessary air pressure to maintain the water levels in the mine and operate new air supply tools for both mines. Due to power requirements for a new compressor, another location on site was chosen. This location does not have access to a borehole to feed the compressed air to the underground workings. A directional borehole is needed to provide this path. In addition, several existing boreholes are leaking and need to be filled to limit water infiltration to the mine. III. SCOPE OF WORK The vendor will provide all labor, materials, and equipment required to complete the tasks outlined below. The vendor may require travel or communications with CDC. The scope of work encompasses the delivery of the drill equipment, the personnel needed to operate the equipment, the supplies including the casing required to complete the tasks below and the removal of the equipment along with any unnecessary items left over as a result of the process.
