PRE-SOLICITATION NOTICE NOI-RML-D-2075085 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with small business vendor, LakePharma, Inc., to procure the following 4 mAbs: 2H2-LVD: SR-15752, Lot TP26975F (Catalog #1302) 4G2 (VRC): SR-14113, Lot TP23737F (Catalog #1337) EDE1:C8: SR-7027, Lot 10440-829469�(Catalog #1301) EDE1:C10: SR-7027, Lot 10441-829469�(Catalog #1336) These antibodies have been previously generated and used in previous projects. Introducing an alternative product line would render past results useless and compromise transparency across this and future research efforts. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-2075085) to Rose May at rose.may@nih.gov, by 5:00 p.m. EDT Wednesday, June 30, 2021. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
