- Description
- The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC) is hereby soliciting information from potential sources for a comprehensive facilities maintenance, operation, and maintenance engineering program that is safe, reliable, and cost effective, and which ensures that facilities are fully operational for NASA ARC to carry out its mission. � NASA ARC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Ames Facilities Support Services (AFSS) II. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SDVOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �Requirement General This requirement is titled Ames Facilities Support Services (AFSS) II. The location for this requirement is Moffett Field, California. Moffett Field consists of the following areas: 1) NASA ARC; 2) Moffett Shenandoah Plaza (MSP); 3) Moffett University Associates (MUA); 4) Moffett Federal Airfield (MFA), including the California Air National Guard (CANG) cantonment area; 5) Moffett Housing Annexes (MHA) at Wescoat Villages; 6) Witkowski Armed Forces Reserve Center located west of ARC property at the previously Orion Park area; and 7) R.T. Jones Road/Moffett Boulevard Improvements. The Moffett Field site encompasses approximately 1960 acres, of which the ARC site occupies approximately 389 acres. Buildings include large wind tunnels, clean rooms, laboratories, computing facilities, shops, warehouses, and other research, administration, and mission support complexes. The approximate number of buildings is 225, with approximately 55 systems (e.g. electrical distribution, water distribution, etc). The work under this requirement will be performed primarily in the NASA ARC area, MSP area, with limited work in the MUA and R.T. Jones Road/Moffett Boulevard Improvement areas, and functional utility infrastructure related systems only at MFA area (excluding the CANG and golf course areas). This work includes the following: 1) accomplishing recurring services such as preventive maintenance (PM) and programmed maintenance (PGM) that involves routine periodic maintenance, incidental repair requirements associated with facilities, utility systems, dynamic equipment for which no specific operators are assigned, and performing Conditioned Based Maintenance (CBM), and Commissioning and Acceptance Testing (CAT) of new equipment and systems through Predictive Testing and Inspection (PT&I), condition assessments, monitoring and reporting; 2) responding to trouble calls (TC) and performing trouble call repairs (TCR), tracking, and documentation; 3) operations that involve attendance type work requiring the presence of qualified person(s) during a specified time period; and 4) maintenance engineering services. All work must comply with the latest manuals, industry standards, Federal, State, and local directives, codes, laws and guidelines, and other applicable directives, instructions, policies, and regulations. Interested parties must demonstrate capability in all the following areas of this requirement to be considered capable. A. Management Manage and administer a large facilities maintenance contract (greater than $20M per year), including a minimum $8M per year IDIQ portion, as well as subcontractors/team members. B. Documentation and Reporting A wide variety of reports, documentation, and other data is required to be delivered in support of this requirement. Each data deliverable is unique. It is anticipated that data deliverables for this requirement will number approximately 100. A full description of the data deliverables will be provided in any resulting solicitation. C. Reliability Centered Maintenance (RCM) Implement a continuous RCM management program and plan for the Center�s maintainable assets, which includes, but is not limited to the following: 1) determining the most effective maintenance mix, including, but not limited to, run-to-failure, condition-based maintenance, and interval-based (time, cycles, operating hours) maintenance, and assuring the RCM program progresses in a proactive (versus a reactive) mode of operation; 2) providing analyses (e.g., structured methods such as root cause failure analysis, failure modes and effects analysis, and data from other databases and sources) and recommendations in a broad range of PT&I technologies including, but not limited to, vibration analysis, motor analysis, thermography, laser alignment, airborne ultrasound, and oil analysis to develop and implement alternative maintenance solutions (e.g., resulting in a reduction of scheduled downtime of equipment, reduction in the number of unexpected failures, and reduction in the type and number of repairs after one (1) year); 3) utilizing the Computerized Maintenance Management System (CMMS) for tracking and documenting all RCM activities and their effectiveness, including, but not limited to, monitoring, testing, data collection, equipment inventory, equipment warranties, failure codes, and recommended updates to equipment maintenance and associated RCM analysis and trending; and 4) providing training in RCM techniques and procedures for all employees performing RCM analysis. D. Operations Operations is defined as attendance type work requiring the presence of one (1) or more qualified person(s) during a specified time period to support the Facility Management Control System (FMCS), the Customer Service Center (CSC), and adverse weather condition support. E. Maintenance Engineering Services Provide maintenance engineering services to support the Plant Engineering Branch (Code JCM) operations at ARC and other designated areas of Moffett Field. This work includes, but is not limited to: design, field consultation, recommendations, analysis, oversight and guidance during planning and repair work in progress, cost estimating, and CADD drawings and specification development for recurring maintenance repair and collateral equipment replacement. F. Environmental and Emergency Support Services Establish and maintain internal environmental compliance controls encompassing both management and functional responsibilities for operations at Moffett Field, and provide emergency support services as required to support agency disaster response activities. This� work includes, but is not limited to: 1) providing timely responses and appropriate corrective or remedial actions, as required, to address Environmental Safety and Health (ESH) and emergency support requirements; 2) providing qualified individuals for prevention, control, and abatement of environmental pollution; 3) notifying the Government in accordance with required timelines, whenever an operation will result in the storage of hazardous materials, emission of pollutants or contaminants, generation of hazardous waste, or have an effect on protected natural or cultural resources; 4) periodically inspecting hazardous materials storage locations including equipment rooms in NASA occupied facilities and above ground tank locations, maintaining documentation of these inspections, storing all liquid hazardous materials in secondary containment, correcting any known deficiencies, tracking and recording the amount of wastewater that is pumped, treated, or discharged, keeping current Material Safety Data Sheets (MSDS) files and records, documenting all inventory (materials and equipment) in storage, and recording any changes, spills, and releases. G. Roads and Other Surfaced Areas Maintenance and Repair Provide pavement sweeping and temporary and permanent patching of sections of flexible and rigid pavement to support maintenance services at NASA ARC, MSP, MUA, and R.T. Jones Road/Moffett Boulevard Improvement areas. Maintain signs (street, traffic, building, handicap, etc.), in-ground posts, and pavement markings, guardrails, gutters, curbs, ramps, sidewalks, walkways, pads, wheel blocks, and traffic and pedestrian signaling systems. H. Facility Alarm Systems Maintenance and Repair Operate, maintain, and repair the facility alarms at NASA ARC, MSP, MSP, MUA, and other designated Moffett Field sites. This work includes, but is not limited to: responding to TCs; installing, maintaining, programming, repairing or removing fire alarm systems and transceivers, gas detection systems, and all associated equipment and devices connected to these systems. I. Fire Suppression Systems Maintenance and Repair Maintain and repair all the fire suppression systems located at NASA ARC, MSP, and MUA areas. J. Buildings and Structures Maintenance, Repair, and Alterations Maintain, repair, alter, and inspect buildings, structures, and equipment at NASA ARC, MSP, and MUA areas. K. Mechanical Systems Maintenance and Repair Operate, provide proactive maintenance of, respond to trouble calls for, and repair, the mechanical equipment and systems at NASA ARC, MSP, and MUA areas. The mechanical equipment and systems include, but are not limited to: air compressors, tanks, and filters, vacuum pumps, air dryers, oily water separators, sliding and roll doors, exterior and emergency doors, elevators, electric sliding gates, pedestrian turnstiles, and other equipment and systems. L. Utility Systems Maintenance and Repair Maintain and repair the utility systems, associated mechanical equipment, and associated surfaced areas at NASA ARC, MSP, MUA, R.T. Jones Road/Moffett Boulevard Improvement area, and other Moffett Field areas. This work includes, but is not limited to: 1) removing debris from earth drainage ditches and drainage structures such as culverts, manholes, drop inlets, catch basins, gutters, piping, and open ditches and swales; 2) repairing underground utility systems (i.e. domestic water, reclaimed water, fire suppression, natural gas, compressed air, storm sewer and sanitary sewer systems); 3) grading of earth, replacing disturbed landscaping and lawn sprinkler systems; maintaining and repairing soil-aggregate roadways and shoulders; 4) crack sealing; 5) cutting out pavement for utility repairs; 6) patching (temporary and permanent) sections of bituminous (flexible) and concrete (rigid) pavements; and 7) pavement marking. M. Heating, Ventilating, Air Conditioning, and Refrigeration (HVAC/R) Maintenance and Repair Operate, provide corrective maintenance of, respond to trouble calls for, and repair, the HVAC/R equipment located at NASA ARC, MSP, and MUA areas. This equipment includes, but is not limited to, gas, oil, solar, and electric heating boilers, centrifugal, reciprocating, and screw liquid and air-cooled air conditioning systems, ice storage systems, direct expansion package air conditioning units, self-contained computer cooling units, electric heat pumps, through-the-wall heating and air conditioning units, cooling towers, air handling units, unit heaters, refrigerant compressors, humidifiers, ventilation blowers/fans, service valves, dampers, condensers, coils, chillers, pumps, purge units, electrical and mechanical controls, duct work, piping, motors, evaporators, air filters and dryers, thermostats, humidifiers, fan coil units, water coolers, ice machines, refrigerators, reach-in freezers, and other equipment. This work includes seasonal equipment start-ups and shut-downs; annual heating boiler overhaul, associated inspection and certification assistance; maintaining records and preparing reports to ensure safe and efficient equipment operation, and to maximize the life of each piece of equipment for optimum operational efficiency. N. Electrical Distribution and Emergency Generating Systems Maintenance and Repair Operate, maintain and repair all low-voltage and high-voltage (2.4kV, 7.2 kV, 12 kV, 13.8 kV, and 115 kV) electrical distribution systems, street and perimeter lighting systems, and emergency generation systems at NASA ARC, MSP, and MUA areas. High-voltage electrical distribution includes all facility electrical distribution systems over 600 volts, such as overhead and underground transmission and distribution lines from the Pacific Gas and Electric (PG&E) connection and delivery points to all main service load centers including substations and accessories. O. Lifting Devices and Equipment Maintenance and Repair Provide inspection, testing, certification, maintenance, repair, modification, inventory control, and component replacement services, as required, to maintain built-in (fixed) cranes and hoists at NASA ARC. This equipment includes, but is not limited to, overhead traveling cranes, jib and wall cranes, monorails, hoists, and other lifting devices, slings, rigging, straps, spreader bars, shackles, rings, eye bolts, forklifts, and mobile cranes and hoists. P. Grounds Maintenance and Pest Control Services Provide grounds maintenance and pest control services to parcels at NASA ARC, MSP, and MUA, and R.T. Jones Road/Moffett Boulevard Improvements areas. This work includes, but is not limited to, maintaining landscape in a healthy and vigorous condition by the cutting and incidental trimming of grass turf areas of generally flat terrain, watering, shrub pruning, plant bed cultivation and mulching, tree pruning, tree removal, shrub and tree establishment, seeding/sodding, soil test sampling, fertilization, liming, edging, weed abatement, and landscape pest control. Pest control services are required for a variety of insects, arthropods, invertebrates, and live and dead animals which includes, but is not limited to: wasps, ticks, hornets, termites, bees, yellow jackets, roaches, mosquitoes, caterpillars, spiders, ants, fleas, earwigs, silverfish, moles, mice, rats, ground squirrels, reptiles, and birds. These services may be required at any time, and include both the exterior and interior of facilities and buildings. No solicitation exists; therefore, do not request a copy of the solicitation. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. ���������������� Interested firms having the required capabilities necessary to meet the requirement described herein should submit a capability statement indicating the ability to perform all aspects of the effort. Capability Statement Response Requirements 1.� Responses must be no more than 10 pages, and must use 12 point Arial font. Figures, exhibits, and diagrams need not meet the font size/type requirement; however, they must be legible. 2.� Your company�s name, Cage Code, DUNNs number, address, point of contact name, phone, e-mail, and website (if applicable). 3.� Whether your company is a SB, Small Disadvantaged Business (SDB), 8(a), HUBZone Small Business, WOSB, EDWOSB, Veteran-Owned Small Business (VOSB), SDVOSB, or HBCU/MI, for NAICS code 561210 size standard $41.5M. 4.� Your company's capability in each area of the requirement. For each area, indicate what percentage of the requirement your company would perform. 5.� A list of relevant work your company performed in the past five (5) years, including contract type, contract number, technical description, dollar amount, period of performance, and a customer reference name and telephone number. 6.� Your company�s average annual revenue for the past 3 years. �� In addition to a Capability Statement, the Government is soliciting feedback regarding the contracting approach for consideration during acquisition planning of AFSS II that will enhance competition and provide business opportunities. Contracting Approach Response Requirements The current AFSS contract was awarded as a 10 year, Firm Fixed Price contract with Cost Plust Fixed Fee IDIQ. The Government is soliciting industry comments on the optimal contracting approach to performa a followon contract. Responses must be no more than 10 pages, and must use 12 point Arial font. Figures, exhibits, and diagrams need not meet the font size/type requirement; however, they must be legible. Please provide feedback on the following as they relate to the AFSS II requirement. We welcome your questions as well. 1.� Firm Fixed-Price (FFP) contract type with IDIQ component. 2.� Period of Performance (PoP) of between 6 and 10 years. In order to support the Agency's ultimate decision on the AFSS II period of performance, as well as any justification for a deviation to authorize a period of performance beyond five years, we are also seeking input from industry on their recommended overall period of performance for this type of work along with supporting rationale for any such recommendation. 3.� Performance-Based Contracting (PBC). 4.� Small Business (SB) goals. Please indicate the percentage of work to be performed by each of the following SB catories: SB, SDB, 8(a), HUBZone SB, WOSB, EDWOSB, VOSB, SDVOSB, and HBCU/MI 5.� The Requirement (as described above). 6.� What information not provided here would you want in order to provide a high quality response to a potential solicitation?
