Description
THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. Pursuant to FAR 5.203(a), the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Federal Insurance and Mitigation Administration (FIMA), intends to award a sole source contract to implement the FEMA National Flood Insurance Program�s (NFIP) Community Rating System (CRS) Program to Insurance Services Office (ISO), Inc., 545 Washington Blvd, Floor 14-22, Jersey City, NJ 07310-1607. The CRS Program is a voluntary insurance rating program available to NFIP participating communities to join which was first implemented in 1990 to recognize community floodplain management activities that exceed the minimum floodplain management standards of the NFIP. The anticipated contract period of performance will be for one (1) 12-month period and one (1) 12-month option period. This award will be conducted under the authority of 41 U.S.C. 3304(a)(1) pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Currently, ISO supports the CRS Program for FIMA through a federal government/private insurance industry partnership by means of a 5-year Statement of Services Agreement, annual workplans, and budget for over 30 years. This agreement between FIMA and ISO has been foundational to the support for the CRS Program that is provided from the NFIP Write-Your-Own (WYO) insurance company partners. ISO has been long established as an insurance industry services enterprise.� In addition, ISO is considered a national adjustment (rating) organization as referenced under NFIP statutes. Recently, the Government has determined that it will implement the CRS Program by a federal contract instead of the current Statement of Services Agreement with ISO. ISO will continue to assist in administering the CRS Program while the Government establishes a baseline and framework for a federal contract. Under a phased approach, it is important to maintain continuity with a sole source federal contract to ISO until there is further maturity in the currently narrow, specific market/industry. No other vendor is capable of providing the required services of this national program that has only been administered by ISO. If the Government were to use another vendor instead of ISO, considering its vast expertise and experience, it will expose the Government to significant risk of unsuccessful CRS Program performance.� When the period of performance ends for the sole source contract, the Government anticipates conducting a competition for any successive contract. The anticipated procurement will be classified under North American Industry Classification System (NAICS) 541990, All Other Professional, Scientific, and Technical Services, with a Small Business Size Standard of $16.5 Million. All responses received by the closing date of this special notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not conduct a competitive procurement based on responses to this special notice is solely within the discretion of the Government. Responses to this special notice shall be made in writing and submitted via email to John G. Hume, Contract Specialist, at john.hume@associates.fema.dhs.gov. Responses shall be received no later than the response date and time specified in this notice, and any late responses will not be considered. No phone calls will be accepted.
