- INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a subscription to Proquest for the VISN04 Medical Library professionals Refworks program. This is a Bibliographic software that is web based, bibliographic, research management writing and collaboration tool designed to easily gather, store, manage and share various types of citations and bibliographic information The objective of this sole source option award is for a firm fixed price contract with a base year and four (4) year options with Proquest,789 E EISENHOWER PKWY, Ann Arbor MI 48108, DUNS 118717529. This sole source determination is in accordance with FAR 13.106-1 (b) Soliciting from a Single Source. The original intent to sole source was never synopsized and therefore this posting covers the upcoming option period and future 2 of 4 option periods The North American Industry Classification System (NAICS) code for this procurement is 515210, cable and other subscription services. The Small Business Administration (SBA) size standard is $41.5 Million. The PSC code is U099, Education/training-other. This notice of intent to sole source is not a request for quotes. Interested vendors that can meet this requirement, should identify their interest and capability, and respond to this notice by 7/13/2021 by 9:00 AM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, Duns Number, Socioeconomic Category, brief description of your business entities capability to provide these services. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contracting Specialist. E-mail: Jeffrey.Pruett@va.gov. Facsimile or telephonic responses will not be accepted. Simply responding as an interested party does not constitute your company as a source. Offeror must provide the above requested information. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
