Description
The United States Army Contracting Command � Aberdeen Proving Grounds, Natick Division, Natick, Massachusetts, in support of the United States Army Combat Capabilities Development Command � Soldier Protection Directorate, SPD, intends to solicit and award a sole source contract for an in-house micro melt extruder device under the authority of FAR 13.106-1(b)(1) to Nativas Sciences, LLC, 137 Glenwood Avenue, Leonia, New Jersey, 07605. It is anticipated that the new contract will be awarded on or before 20 July 2021. Specific contract requirements include: Compounder dimensions: Width 20 inches (51 cm) Depth: 20 inches (51 cm) Height:� 40 inches (102 cm) Compounder weight: 350 lbs (159 kg) Barrel dimensions: Width 5.0 inches (127 mm) Depth: 4.0 inches (102 mm) Height: 15 inches (381 mm) Mixing volume: 40-100 grams (40-100 ml) Screw length: 14 inches (356 mm), mixing length 10 inches (254 mm), diameter: 1.0-0.40 inches (25.4 � 10.2 mm) Main Drive: Frequency-controlled servo drive (speed range: 1-500 rpm) power (1350 Watt) via a gearbox directly driving the screws. Screw rpm and melt torque should be displayed on a touch screen. The maximum screw torque should be adjustable up to 40 Nm over the entire rpm range. Heating system: At least 2 x 3 separately controlled heating zones resulting in at least 2 x 5 heating cartridges and at least 6 thermocouples. Each should have an adjustable temperature range or temperature gradient within the barrel. Maximum operating temperature should be at least 425�C (842�F) and should be protected by at least 2 additional thermocouples for safety reasons. Heating time from 80�C to 240�C (176�F � 464�F) in 30 min. or less. Melt temperature measurement is required. Controlled barrel temperature to maintain a given melt temperature is required. Cooling: Air and water-cooling jacket capabilities from high temperatures to 300�C (572�F). Air and water cooling from 240�C (464�F) down to 80�C (176�F) in 30 min. or less. Hopper: Water cooled top hopper Controls: Color touch screen control panel integrated into the instrument housing. Air supply: Pressurized air supply of 2-7 bar pressure. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any submission shall demonstrate how the source can provide the requirements identified above without incurring unacceptable delays or duplicative costs to the SPD Directorate. Responses must be received within 15 calendar days after the posted date of this synopsis. A fixed price contract is anticipated. As stated above, it is estimated that the total contract will be for an in-house micro melt extruder device. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any capability statement, proposal, or quotation received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All respondents shall specify whether it is a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Respondents shall also specify whether they are a U.S. or foreign-owned firm. Foreign owned firms are advised to contact the contracting officer or program manager before submitting a response to determine whether there are restrictions on receiving an award. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments.
