Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price Foreign Military Sales contract to Stratus Systems, Inc., 7550 Highway 23, Belle Chasse, LA 70037 (CAGE 3AX04) to procure United States Marine Corps Assault Amphibious Vehicle (AAV) Emergency Egress Lighting Systems (EELS) kits. This effort is estimated for award in the fourth quarter of Fiscal Year 2021 with an approximate period of performance of nine months. Product Manager AAV (PdM AAV) assessed Stratus Systems, Inc. through a U.S. Army Prototype Integration Facility (PIF) contract with Yulista, which then contracted with Stratus Systems, Inc., the AAV EELS manufacturer, as a sub-contractor. Stratus Systems, Inc. designed and manufactured the fielded Helicopter Emergency Egress Light System (HEELS) for Sikorsky H-60 helicopters, which were adapted for AAV7Al Reliability, Availability and Maintainability/ Rebuild to Standard (AAV7A1 RAM/RS) application. Because PdM AAV leveraged an existing system, components of the AAV EELS have limited data rights and are available from only Stratus Systems, Inc. � A Request for Information (RFI) was posted to Beta.SAM.gov on 19 February 2021. Four (4) responses to this announcement were received when the RFI closed on 8 March 2021. None of the offerors were determined capable of satisfying the Government�s requirement because they did not have a product that exactly matches the form, fit, and function of the current EELS system or Vehicle Power Module (VPM) kit. Stratus Systems, Inc., which was selected competitively in 2012 to be the provider of the EELS kits for the AAV RAM/RS, is the only known source that can make the EELS and VPM kits needed to fulfill the requirements of this procurement. Due to the follow-on nature of this effort and the fact that the Government only has Limited Rights to the AAV EELS design, the only source available to perform this work is Stratus Systems, Inc. Award to any other source would result in duplication of costs to the Government that is not expected to be recovered through competition, as well as present programmatic risks. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" Unless stated herein, no additional information is available; accordingly, requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
